CRG is currently seeking a full-time Procurement Analyst/FOIA Specialist to support a potential federal client within the Department of Homeland Security (DHS). In this role, you will provide acquisition-related Freedom of Information Act (FOIA) and Privacy Act (PA) support, including responding to Congressional inquiries, public requests, and internal data calls tied to federal procurement activities. This role requires strong knowledge and understanding of federal procurement regulations, the acquisition lifecycle, and FOIA/Privacy Act requirements, along with experience handling sensitive acquisition and law-enforcement information. The Procurement Analyst/FOIA Specialist will support procurement transparency efforts and perform FOIA-related duties, including but not limited to the following:


FOIA / Privacy Act Support

  • Review incoming FOIA, Privacy Act, and Congressional inquiries to identify responsive acquisition-related records.
  • Research, collect, review, and analyze procurement records to determine releasability.
  • Propose redactions in accordance with FOIA exemptions, the Privacy Act, and applicable DHS/ICE policies.
  • Prepare draft responses for FOIA requests, appeals, fee waivers, and litigation-related actions for Government review.
  • Ensure protection of Personally Identifiable Information (PII), procurement-sensitive, and law-enforcement–sensitive information.
  • Track FOIA requests from receipt through closure using Government-provided tracking systems.
  • Archive records and determine proper disposition in accordance with approved records management procedures.
  • Identify sensitive or high-visibility requests and alert Government personnel when coordination with other offices is required.
  • Assist Government personnel by preparing summaries, background materials, and draft explanations regarding FOIA applicability to acquisition records (without providing legal advice).
  • Propose updates to FOIA-related guidance and internal procedures as requested.

Procurement & Acquisition Support

  • Review contract files and acquisition documentation for completeness and responsiveness.
  • Coordinate with acquisition, contracting, and data management teams to locate and manage responsive records.
  • Support responses to procurement-related data calls, audits, and Congressional inquiries.
  • Maintain awareness of milestones, deadlines, and reporting requirements related to acquisition transparency.
  • Prepare reports summarizing FOIA activity, trends, and workload metrics.
  • Participate in Integrated Product Teams (IPTs), as appropriate.

Required Qualifications:

  • Bachelor’s degree from an accredited U.S. college or university.
  • Degree in business, contracting, information management, public administration, or law preferred.
  • In lieu of a bachelor’s degree, six (6) years of relevant federal procurement or FOIA experience may be substituted.
  • Minimum of four (4) years of documented experience performing procurement analyst or FOIA specialist functions supporting a Federal Government agency.
  • Demonstrated experience reviewing acquisition and contract files.
  • Functional expertise in preparing documentation and responses for FOIA and Privacy Act requests.
  • Ability to work directly with clients and minimal direct supervision.
  • Ability to obtain and maintain Public Trust Clearance.

Knowledge & Skills:

  • Working knowledge of the Federal Acquisition Regulation (FAR).
  • Working knowledge of FOIA, the Privacy Act, and federal transparency requirements.
  • Ability to analyze complex records and apply appropriate exemption logic.
  • Proficiency with Microsoft Office applications (Word, Excel, PowerPoint, Outlook, SharePoint).
  • Strong written and verbal communication skills.
  • Strong analytical, organizational, and records management skills.
  • Demonstrated ability to safeguard sensitive, procurement-sensitive, and law-enforcement–sensitive information.

Preferred Qualifications:

  • Experience supporting the Department of Homeland Security or Immigration and Customs Enforcement acquisition organizations.
  • Experience handling Congressional inquiries related to procurement actions.
  • Experience managing FOIA cases involving acquisition, source selection, or contract administration records.
  • Familiarity with government contract writing or acquisition systems (e.g., PRISM).
  • Experience working in environments requiring strict operational security (OPSEC).
