SUMMARY

This position provides procurement and contracting expertise, consultation, and oversight in support of procurement needs and requirements for Charlotte Water while ensuring application and compliance with state and local guidelines, policies, and statutes to ensure the timely completion of assigned procurements. This position will be responsible for the procurement lifecycle, end to end procurement process (with the exception of purchasing or sourcing) for capital projects and obtain hands-on experience with all phases of governmental procurement, contracting, and reporting.

The salary for this position is $69,852.60 - $77,613.99 commensurate with experience.

ESSENTIAL DAILY JOB FUNCTIONS:       

  • Project Management: leads and manages procurement activities for construction and capital improvement projects. This role ensures all procurement processes comply with North Carolina General Statutes Chapter 143 and City policies, through competitive bidding, supplier diversity, and efficient project execution.

    Manage end-to-end procurement for construction and professional engineering services projects, including planning, solicitation, evaluation, award, and contract development

  • Project Solicitation Development (Invitation to Bid, Request for Qualifications): primarily responsible for project schedule development and planning, including facilitating pre-strategy meetings, pre-bid meetings, bid openings, drafting and issuing written documents (addenda, contracts, amendments,), facilitating selection meetings, knowledge of navigating and utilizing multiple e-procurement systems

  • Project Operations: primarily responsible for following documented Project Development guidelines, applying standardized methodology to complete recurring tasks, ensuring adherence to organizational workflows, ensuring all processes are performed efficiently and accurately, in accordance with state law and city policy.

  • Contract Development: Administers and prepares large-scale capital project contracts, amendments, renewals, change orders, etc.   Maintain procurement documentation for audits, transparency, and public records requests

  • Department liaison: Acts as the primary point of contact between the project managers and consultants and construction firms, and multiple city departments, for each project assigned

  • Compliance: Ensure all assigned procurement projects comply with state law, city policy, legal requirements, and department procedures

  • Procurement Initiatives and Special Projects: Contributing to process improvements, operational efficiency, and the successful execution of departmental priorities, while performing additional duties as assigned

MINIMUM QUALIFICATIONS TO PERFORM WORK:

  • Bachelor’s degree from an accredited school.

  • Three (3) years of related work experience.

  • OR an equivalent combination of education and directly relevant work/industry/military/job and specific experience

Licenses, Certifications or Registrations:

  • Requires a valid driver’s license.

Preferred Certifications:

CLGPO, C.P.M., CPPO, PMP, CPPB certifications preferred.

Knowledge, Skills & Abilities:

  • Knowledge of all phases of governmental purchasing, contracting, accounting, and reporting

  • Effective oral and written communication skills, be detail-oriented, and possess the ability to multitask in a diverse, structured, systematic, and procedural environment

  • Ability to manage time to ensure assignments are completed on time or early

  • Ability to work independently without constant supervisor review and involvement

  • Ability to lead and facilitate meetings

  • Ability to read and comprehend contracts, solicitations, and scopes of work

  • Knowledge and hands-on experience with the solicitation and procurement of construction and professional engineering services, including public procurement contract drafting, negotiation, execution, and management

  • Considerable knowledge of contract documents, solicitation methods and contract administration related to procurement

  • Good knowledge of laws, policies and procedures governing public procurement

  • Excellent analytical skills with ability to solve problems

  • Working skills in project management.

  • Working skills with computers, including automated purchasing systems and common office software and productivity tools (Microsoft Office Suite and other related software).

  • Workflow-focused work style, with a proven track record of upholding high-quality standards through strict process adherence

  • Ability to read, interpret, explain and properly apply rules, regulations, laws, policies and procedures.

  • Ability to develop effective and cooperative working relationships with other departments, employees, suppliers and other public agencies.

  • Ability to use judgment and initiative in making recommendations and resolving problems that are highly complex and sensitive in nature.

  • Ability to establish schedules and to complete projects on a timely basis.

  • Ability to manage numerous projects simultaneously

  • Strong customer service and interpersonal skills with ability to collaborate, establish, and maintain effective working relationships

PHYSICAL DEMANDS:

The work is light work and requires applying 10 pounds of force frequently exerting up to 20 pounds of force occasionally to move objects. Additionally, the following physical abilities are required: handling, kneeling, lifting, mental acuity, reaching, repetitive motion, speaking, talking, visual acuity in making observations, and walking.

WORK ENVIRONMENT:     

Work is performed in a work environment that may periodically have unpredicted requirements or demands.

CONDITIONS OF EMPLOYMENT

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
