Principal Contract Specialist / Program Manager — Federal Acquisition Support
E-AIMPosition Status: Full-Time; Contingent Upon Contract Award Position Overview E-AIM is seeking a highly qualified Principal Contract Specialist / Program Manager to lead an acquisition support team serving the Contracting and Logistics Department at Portsmouth Naval Shipyard. This position combines expert acquisition support with contractor supervision, workload management, quality control, training, and customer coordination. The team is expected to include eight personnel during the base contract period and eleven during the option period. We are particularly interested in candidates with extensive federal acquisition experience, demonstrated supervisory accomplishments, and both contracting and program management certifications. Key Responsibilities Manage contractor personnel and oversee delivery of acquisition support services. Receive acquisition packages from government personnel, assess workload, and assign work to contractor employees. Monitor procurement schedules, milestones, deliverables, staffing, and performance. Provide expert support throughout the acquisition lifecycle, including planning, market research, IGEs, solicitation development, source selection, negotiation support, awards, administration, and closeout. Review acquisition strategies, contracting methods, competition approaches, and procurement risks. Conduct or oversee cost and price analysis for fixed-price and cost-reimbursement requirements. Analyze large pricing datasets using lookup functions, pivot tables, custom conditional formatting, and complex nested Excel formulas. Review contractor work for accuracy, completeness, and regulatory compliance before government submission. Develop and maintain the Quality Control Plan and implement corrective actions when needed. Coordinate with government contracting officers, the COR, and technical points of contact. Lead progress meetings and communicate workload, staffing, schedule, and performance issues. Provide on-the-job training, mentoring, presentations, job aids, and knowledge sharing. Oversee daily contractor time reporting, including entries in SUPDESK. Coordinate onboarding, access credentials, required training, and government-approved personnel substitutions. Develop and implement the Transition-Out Plan and support transfer of records and ongoing work. Protect procurement-sensitive information and promptly identify and report potential conflicts of interest. Ensure contractor staff support government decisions without exercising inherently governmental authority. Required Qualifications At least eight years of government contracting experience , including commercial and noncommercial supplies and services, IDIQ contracts, and task orders or delivery orders. At least three years of government supervisory experience . Supervising contract specialists on a government acquisition support contract may satisfy this requirement. Bachelor’s degree ; a business degree is preferred. DAWIA Contracting Professional certification or a government-accepted equivalent , such as FAC-C Professional. DAWIA Program Manager Advanced certification or a government-accepted equivalent. Both contracting and program management certifications are required. Demonstrated experience training, mentoring, or sharing acquisition knowledge with others. Expert knowledge of federal contracting laws, regulations, policies, precedents, and procedures sufficient to plan, lead, review, or audit complex procurement functions. Skill promoting e-commerce and supporting automated acquisition systems. Proficiency with Microsoft 365, including Excel, Word, and PowerPoint, and Adobe Acrobat. Advanced Excel skills, including HLOOKUP, VLOOKUP, XLOOKUP, pivot tables, custom-formula conditional formatting, and complex nested functions.
