Planning & Purchasing Manager

PTE Systems International is seeking an experienced, hands-on middle manager to strengthen planning, purchasing, inventory coordination and jobsite equipment services. This role leads a small team, works directly with staff and implements practical improvements in support of the VP of Plant Operations and Supply Chain. Our operation combines fast-paced manufacturing, assembly and fabrication of post-tensioning products with equipment rentals to contractors, equipment repairs and service, and contractor jobsite training and support. We need a manager who can keep materials, equipment and people aligned while improving purchasing discipline, follow-through and team capability. Key responsibilities Planning and operational coordination Translate project demand, backlog, production schedules, inventory and equipment needs into forward-looking purchasing and resource plans. Coordinate priorities with production, engineering and project teams. Anticipate lead times, shortages and service requirements; maintain a clear view of upcoming needs, open orders and delivery commitments. Purchasing and supplier negotiations Source materials, components, parts, consumables, equipment and services. Compare total delivered cost, quality, availability and payment terms; negotiate competitive supplier arrangements. Evaluate bulk purchasing and scheduled releases against demand, cash requirements and storage capacity. Follow purchase orders through receipt and resolve supplier or delivery issues. Materials and inventory control Work with purchasing, inventory and receiving staff to improve stock accuracy, cycle counts, reorder planning, parts availability and documentation of material movements. Address excess or obsolete stock and help prevent avoidable shortages, duplicate purchases and emergency buying. Jobsite equipment rentals repairs and services Lead the assigned equipment and service team. Coordinate rental dispatch and returns, repair priorities, preventive maintenance, calibration tracking and equipment readiness. Coordinate contractor requests, jobsite equipment training and technical support through qualified personnel. Maintain reliable rental, asset and service records and coordinate accurate billing information with Accounting. Leadership and implementation Set priorities and expectations, coach developing staff, and improve coordination across the assigned purchasing, inventory and equipment/service functions. Implement practical procedures and reporting, follow through on corrective actions, and resolve routine issues within established authority. Work alongside staff in the plant, warehouse and service areas. Candidate profile We are looking for a capable middle manager with sound judgment, strong purchasing and negotiation skills, and the potential to grow as the business develops. The successful candidate brings demonstrated results and is comfortable moving between planning, supplier discussions, team supervision and detailed operational follow-through. Experience and capabilities Typically five or more years of relevant experience in a fast-paced manufacturing, assembly, fabrication, industrial distribution or comparable operation, including direct supervisory or people-management responsibility. Demonstrated purchasing and supplier-negotiation experience, with an understanding of production requirements, material lead times, inventory flow and total purchasing cost. Experience translating changing demand into practical plans and managing competing priorities without losing track of details or commitments. A record of improving processes, maintaining reliable information and using ERP, purchasing or inventory systems, Excel and operating reports effectively.
