Job Summary: The Northeast Ohio Coalition for the Homeless (NEOCH) is seeking a dedicated and compassionate Operations Manager to lead the day-to-day operations of its Navigation Center. NEOCH is a 501(c)(3) nonprofit organization committed to ending homelessness by addressing its root causes through advocacy, organizing, education, and direct outreach services. The Operations Manager plays a critical leadership role in creating a safe, welcoming, and effective environment where individuals experiencing homelessness can access shelter, stabilization, and pathways to permanent housing. This position oversees the Navigation Center’s facility operations, safety protocols, staff and volunteer engagement, and operational systems that ensure high-quality, person-centered services for guests. The Operations Manager supervises monitoring staff, coordinates daily center operations, basic needs, and oversees volunteer and donation activities. The role also leads training and coaching efforts to ensure staff and volunteers consistently deliver services that align with NEOCH's values of dignity, equity, accountability, and housing-focused care. The ideal candidate is a collaborative leader who can balance operational excellence with a deep commitment to serving individuals experiencing homelessness. Supervisory Responsibilities: Navigation Center Shift Supervisor Navigation Center Monitors Hours: As part of NEOCH’s commitment to employee well-being and work-life balance, team members have the flexibility to set work hours that best fulfill the requirements of their role within the timeframe of 8:00 a.m. to 6:00 p.m. NEOCH’s Navigation Center operates 24/7, 365 days a year. The first shift is 7a-3p; second shift is 3p-11p; and third shift is 11p-7a. The Operations Manager may need to assist in emergency coverage for monitors outside of scheduled hours Direct observation, training, and/or supervision of Supervisor and Monitors on their scheduled shifts would be expected Key Responsibilities (including but not limited to): Shelter Operations and Facilities Oversee the day-to-day operations of the Navigation Center, ensuring a safe, welcoming, low-barrier environment that aligns with NEOCH's mission, policies, and harm reduction practices. Manage shelter occupancy, guest flow, intake processes, and bed utilization to ensure efficient and equitable access to services for up to 40 guests. Oversee census data collection by monitors to ensure accuracy, timeliness, and compliance with reporting requirements. Ensure the facility remains clean, safe, functional, and compliant with applicable health, sanitation, food safety, fire, and emergency preparedness standards. Oversee facility maintenance, repairs, vendor relationships, inventory management, meal service operations, and procurement of supplies necessary for shelter operations. Monitor facility conditions and operational systems, addressing maintenance, safety, accessibility, and service delivery needs in a timely manner. Respond to operational disruptions, facility emergencies, and significant incidents, implementing corrective actions and communicating updates to leadership. Develop and maintain systems that support an orderly, respectful, and community-centered shelter environment. Communicate regularly with the Director regarding operational performance, facility needs, staffing concerns, guest trends, and opportunities for improvement. Staff Oversight and Supervision Supervise, schedule, and support shelter monitoring staff across all shifts, ensuring consistent coverage, communication, and operational continuity 24/7/365. Manage staff performance, including timesheet approval, leave requests, coaching, evaluations, accountability, and professional development. Provide regular supervision and guidance to ensure adherence to program goals, organizational standards, documentation requirements, and best practices.
