Position Summary: Welspun Tubular, a global leader in steel pipe manufacturing for the oil and gas sector, is seeking a dynamic MRO Procurement Manager to oversee all indirect procurement activities at its Little Rock facility. This role is critical for sourcing plant consumables, MRO supplies, capital equipment, maintenance contracts, professional services, and facility operations— excluding raw materials, coating chemicals, and logistics services . The successful candidate will lead the procurement of mission-critical support items and services that ensure uninterrupted operations, safety, and regulatory compliance at one of the most advanced pipe mills in North America. Key Responsibilities: 1. MRO & Plant Consumables Procurement • Lead sourcing of all maintenance, repair, and operations (MRO) materials including but not limited to spare parts, tools, fasteners, lubricants, and mechanical components. • Manage procurement of plant-wide consumables such as safety gear (PPE), cleaning materials, welding supplies, industrial gases, and general-use chemicals (non-coating). • Develop vendor standardization strategies to reduce SKU proliferation and manage inventory efficiently. • Lead and/or participate in the global sourcing – helping improve standardization across Welspun facilities. 2. Capex and Spare Parts Procurement • Oversee procurement for capital equipment and engineering upgrades (e.g., cranes, compressors, automation components). • Coordinate with engineering and maintenance teams to source long-lead spare parts for proprietary machinery, coating lines, and handling systems. • Evaluate technical specifications and ensure alignment with project timelines and budget. 3. Services & Contracted Operations • Source and manage service providers for plant operations and maintenance, including but not limited to: • Industrial cleaning • Equipment calibration and inspection • HVAC and facility upkeep • Waste management • Fire safety systems and compliance services • Ensure contract performance and regulatory compliance (OSHA, EPA, etc.). 4. Facilities & Site Support • Manage procurement of services and supplies for general site operations: • Security services • Grounds maintenance and landscaping • Office supplies and cafeteria provisions • Utilities support (where applicable) • Implement preventive maintenance supply planning and service rotations in collaboration with admin and operations. 5. Vendor & Contract Management • Identify, qualify, and evaluate suppliers across categories based on price, quality, service level, and ESG criteria. • Negotiate contracts, service agreements, and terms of payment. • Monitor vendor performance through KPIs, compliance audits, and quarterly reviews. 6. Procurement Systems, Policy & Team Leadership • Lead a team of buyers/coordinators supporting day-to-day purchasing activities and vendor management. • Implement and enforce standardized procurement processes in SAP. • Ensure timely issuance of POs, invoice matching, and internal approvals in alignment with financial controls. • Drive continuous improvement initiatives and cost reduction programs. • Resolve disputes with suppliers in regards to invoicing or quality concerns. 7. Other Responsibilities • Streamline vendor management and help procurement process & procedure by implementing digital initiatives. • Other duties as assigned. Qualifications: • Bachelor’s degree in Supply Chain, Business Administration, Engineering, or related field (MBA or CPSM preferred). • 8+ years of experience in indirect procurement, preferably within heavy industrial, steel, or energy manufacturing. • Strong experience in sourcing MRO, industrial services, and capital equipment. • Familiarity with technical specifications, safety standards, and industrial compliance requirements. • Proficient in ERP systems (preferably SAP) and comfortable with procurement reporting tools. • Experience developing and applying bottom-up cost models to evaluate supplier pricing, …
