The VDH is made up of a statewide Central Office in Richmond and 35 local health districts. The Chesterfield Health District provides public health services to the residents of Chesterfield County, Powhatan County, and the City of Colonial Heights. This position is based in Chesterfield. The Chesterfield Health District is seeking an experienced and customer service-oriented Material Management Technician. This position controls and supervises the procurement, storage and distribution of materials used by the district. Independently purchases goods, services, supplies and equipment in accordance with established policy guidelines. Responsibilities include monitoring vendors for compliance, managing routine contracts for goods and services, and maintaining accurate records on procurement, contracts, shipments, and inventory. This position also tracks fixed asset and controlled asset inventory, handles surplus items, and coordinates administrative logistics such as booking and paying for hotel rooms and vehicle rentals. Minimum Qualifications Working knowledge of purchasing practices, concepts, policies and procedures Working knowledge of fiscal/accounts payable procedures Working knowledge of administrative systems and procedures Ability to communicate effectively Working knowledge of accounting and bookkeeping standards Skill and experience with Microsoft applications to include Excel, Access and Word Working knowledge and ability to use accounting and/or similar batch type systems Additional Considerations Experience using Emburse/Chrome River, and Request to Spend (RTS) Experience with asset and inventory tracking and surplus property Knowledge of the procedures in the Department of General Services’ Agency Procurement and Surplus Property Manual (APSPM) Knowledge of and some experience with the state’s Small Purchase Charge Card (SPCC) Program and required monthly reconciliations Virginia Contracting Associate (VCA) certification Experience working with eVA Special Instructions You will be provided a confirmation of receipt when your application and/or résumé is submitted successfully.
