Role Responsibilities

Lead the Evolution of Enterprise Systems That Power Government Operations

 

Step into a pivotal leadership role driving the performance, evolution, and modernization of Alberta’s enterprise 1GX platform. This is an opportunity to shape how core government systems in Finance, Human Capital Management, and Supply Chain are delivered, enhanced, and sustained, ensuring they remain reliable, efficient, and future-ready.

 

Reporting to the Director, the Manager, Operations leads a team of Business Analysts responsible for the ongoing delivery, enhancement, and support of the 1GX application environment. Acting as a subject matter expert in either HCM/Payroll, Finance, or Supply Chain Management, the Manager oversees end-to-end project execution, operational support, and continuous improvement initiatives.

This role provides strategic and operational leadership across complex system initiatives, ensuring business needs are translated into effective solutions, risks are proactively managed, and stakeholder expectations are aligned. The Manager plays a critical role in guiding system enhancements from planning through implementation and transition to operations, while ensuring alignment with government priorities and enterprise architecture.

In close collaboration with internal teams, external vendors, and cross-government stakeholders, this position ensures 1GX solutions are robust, cost-effective, and responsive to evolving business needs.

 

Responsibilities

Some of the responsibilities of this position include, but are not limited to:

 

  • Lead the planning, delivery, and operational support of 1GX application enhancements, upgrades, and re-engineering initiatives.
  • The ability to integrate and align system functionality with business processes—translating between technical and business perspectives to deliver practical, value-driven outcomes. Demonstrate deep SAP expertise complemented by strong business acumen in Supply Chain Management (SCM), ensuring solutions effectively bridge technical capabilities with real-world operational needs.
  • Manage and develop a team of Business Analysts supporting system analysis, configuration, testing, and implementation activities.
  • Oversee end-to-end project execution including scope definition, planning, scheduling, risk management, reporting, and issue resolution.
  • Ensure business requirements are accurately captured and translated into effective, scalable, and cost-efficient system solutions.
  • Guide maintenance activities including corrective, adaptive, and preventive enhancements to 1GX modules.
  • Collaborate with internal divisions and external service providers to coordinate system changes, releases, and operational readiness.
  • Support procurement activities including development of RFPs, vendor evaluation, and contract recommendations.
  • Provide expert advice and briefing materials to senior leadership to support informed decision-making.
  • Foster strong stakeholder relationships across government, vendors, and business units to ensure alignment and service excellence.
  • Lead, coach, and develop a high-performing team, supporting workforce planning, performance management, and continuous improvement.

Qualifications

Requirements:

  • University graduation in a related field such as Business Administration, Business Analysis, Commerce, Computer Science, or Information Technology.
  • Minimum of four (4) years of related management experience in a diverse and complex environment.
  • Extensive experience in the SCM functional area.
  • Extensive experience in functional areas such as Finance, Supply Chain Management, or Treasury.
  • Experience working with SAP or similar ERP applications such as SuccessFactors, S/4HANA, Ariba, Concur, Kyriba, and OpenText.
  • Experience in project management principles, methodologies, processes, and best practices.
  • Experience in system design, including development of business process requirements with consideration for cost, audit requirements, and practicality.
     

 

Equivalencies:  Directly related education or experience considered on the basis of:

  • 1 year of education for 1 year of experience; or
  • 1 year of experience for 1 year of education


Assets:

  • Experience working in a large organization, preferably within the public sector.
  • Certification such as Business Analysis Professional (CBAP) and/or Project Management Professional (PMP).
  • Experience with project management frameworks and methodologies, including planning, resource management, risk analysis, controls, issue management, and performance reporting.
  • Experience with cloud solutions, ERP systems, and application development and enhancement methodologies, practices, and tools.
  • Experience with the system development lifecycle, including change management, transition, and implementation processes.
  • Strong understanding of stakeholder consultation and engagement principles.
  • Experience with ERP systems comparable to the 1GX environment, including integration across Finance, Human Capital Management, Supply Chain Management, and Treasury modules.
  • Experience with ERP governance and control frameworks, including access and permissions management, segregation of duties, risk management, quality assurance, user acceptance testing, test environment management, data security, system integration, and performance monitoring.
  • Experience in budgeting and planning processes.
