St. Joseph's Health Centre of SudburyManager of Procurement Annual Salary: $96,605.64 to $120,757.06 (commensurate with experience) Permanent, Full Time Start Date – As Soon as Possible (New Position) St. Joseph’s Health Centre of Sudbury is seeking an experienced and strategic Manage of Procurement to join our Corporate Services team. Reporting to the Chief Financial Officer, the Manager of Procurement provides leadership for procurement and purchasing across St. Joseph’s Health Centre and its five operating entities. The Manager is responsible for ensuring the organization obtains quality goods and services at the best overall value while balancing cost, supplier performance, operational requirements, and risk. This is an opportunity to play a key role in strengthening procurement practices across a complex healthcare organization, creating efficiencies, managing risk and ensuring that organizational resources are used effectively, while supporting the organization's mission, values, and strategic priorities. Key Responsibilities Develop and implement strategic procurement and sourcing strategies aligned with organizational priorities. Lead RFP, RFQ and other competitive procurement processes, ensuring they are fair, transparent, and compliant with applicable requirements. Negotiate pricing, contracts, service agreements, and favourable terms, with a focus on total cost of ownership and overall value. Manage supplier relationships and performance, including vendor selection, onboarding, ongoing review, and offboarding. Monitor contracts, purchasing practices and internal controls to identify opportunities for cost savings, efficiencies, and risk reduction. Work collaboratively with Finance, Operations, Corporate Services and site leaders to understand needs, manage budgets and streamline purchasing processes. Identify and mitigate supply chain risks, including supplier availability, market changes, and potential service disruptions. Promote standardization of purchasing practices and maximize purchasing value across the organization. Engage with public sector procurement and buying groups to leverage opportunities and best practices. Identify and implement technology and process improvements that enhance procurement efficiency, data accuracy, and spending visibility. Develop and maintain procurement policies, procedures, standards, and practices in accordance with applicable legislation, public sector directives, and organizational requirements. Monitor procurement activities to ensure compliance and appropriate use of organizational resources. Provide expert advice, guidance and support to leaders and staff on procurement, contracts, and supplier-related matters. Prepare reports, recommendations and presentations for senior leadership as required. Qualifications Degree or diploma in Supply Chain Management, Procurement, Logistics, Business Administration, or a related discipline. A Supply Chain Management Professional (SCMP), Certified Professional Public Buyer (CPPB) or similar designation is an asset. Three to five years of progressive procurement experience, preferably in a healthcare, public sector, or similarly regulated environment. Demonstrated experience with strategic sourcing, competitive procurement, contract negotiation, and supplier management. Strong understanding of procurement practices, public sector requirements, and risk management. Excellent negotiation, communication, relationship-building and influencing skills. Strong analytical, financial, and problem-solving abilities. Demonstrated ability to manage competing priorities and exercise sound independent judgement. Proficiency with Microsoft Office and procurement or purchasing systems.
