Hui HuliauThis position provides critical logistics planning, operational coordination, and strategic analysis support to the U.S. Pacific Command (USPACOM) Logistics and Engineering Directorate (J4), in operationalizing the Department of Defense Regional Sustainment Framework (RSF). The role is assigned to the Multinational Logistics Branch, Plans & Exercise Division (J45) focuses on optimizing theater-level maintenance, repair, and overhaul (MRO) capabilities, strengthening bilateral/multilateral logistics partnerships, and integrating logistics posture into the broader Theater Campaign Plan (TCP), Theater Posture Plan (TPP) and Theater Security Cooperation Program (TSCP). The role is highly dynamic and adaptive to command, Office of the Under Secretary of War, Acquisition and Sustainment OUSW(A&S), and Joint Staff priorities, requiring an experienced strategic planner who can operate independently with minimal guidance in a fast-paced joint environment. The RSF Program Analyst serves as a key contractor supporting USPACOM sustainment resiliency objectives. Primary requirements include the ability to conduct high-level logistics capability assessments, facilitate partner engagements, draft bilateral agreements, and integrate regional MRO initiatives into major joint operations, security cooperation activities, and respective theater defense plans. Exceptional written and oral communication skills, along with the ability to collaborate across multi-echelon Joint Logistics Enterprise (JLEnt) organizations and foreign military counterparts, are mandatory for success. Key Responsibilities: RSF Implementation & Strategy: Operationalize the DoD Regional Sustainment Framework (RSF) strategy within the USPACOM Area of Responsibility (AOR). Identify, assess, and leverage regional, bilateral, and multilateral Maintenance, Repair, and Overhaul (MRO) capabilities to build forward-deployed sustainment resilience. Bilateral Engagements & Agreements: Plan, coordinate, and execute bilateral logistics staff talks, working groups, and forums with regional allies and key partners (e.g., Australia, Japan, South Korea, Philippines, Singapore). Support the drafting, negotiation, and maintenance of bilateral logistics instruments, including Acquisition and Cross-Servicing Agreements (ACSA), Memoranda of Understanding / Agreement (MOU/MOA) and Implementing Arrangements (IA). Security Cooperation Integration: Align regional sustainment initiatives with the USPACOM Theater Security Cooperation program. Coordinate logistics capacity-building projects, Excess Defense Articles (EDA) transfers, and Foreign Military Sales (FMS) sustainment to ensure long-term partner nation interoperability and maintenance self-sufficiency. Doctrine & Policy Alignment: Ensure all regional sustainment plans, bilateral arrangements, and security cooperation activities comply with applicable Department of Defense Directives (DoDD), Instructions (DoDI), Joint Publications, and statutory authorities (Title 10 USC). Interagency & Component Sync: Synchronize RSF and bilateral initiatives across USPACOM Service Components (USARPAC, PACFLT, PACAF, MARFORPAC), Sub-Unified Commands (USFK, USFJ, SOCPAC, SPACE-PAC), the Office of the Under Secretary of War for Acquisition and Sustainment (OUSW(A&S)), Joint Staff J4, and Defense Agencies (DLA, DSCA). Executive Reporting & Briefings: Draft high-quality staff products, including Executive Summaries (EXSUMs), Information Papers, Action Memoranda, and Talking Points. Deliver executive-level briefings to General/Flag Officers (GO/FO) and foreign defense dignitaries.
