NOTICE OF PROPOSED REALLOCATION POSITION NUMBER: TFA-02768-09.2026 Incumbent Name: Kasandra Gutierrez It has been recommended that the function of the above referenced incumbent be reallocated to a Program Assistant II : Description of Job The Colorado Lottery’s Security & Investigations (S&I) unit supports the physical and operational security of the Lottery through retailer licensing, compliance activities, security programs, investigations, audits, and administrative oversight. The Licensing Coordinator serves as the primary coordinator for the Lottery’s retailer licensing processes and a central point of contact for licensing-related questions and activities. This position coordinates new retailer applications, annual renewals, changes of ownership, and account closures while monitoring workflow, maintaining accurate records, and supporting compliance with applicable Lottery requirements. In addition to retailer licensing, this position coordinates recurring security and compliance programs, provides audit support, assists with operational and purchasing activities, and supports the Director of Security & Investigations and other S&I staff. The position works with internal and external stakeholders and handles information that requires accuracy, confidentiality, organization, and sound judgment. What You’ll Do Primary Job Duties: Coordinate and monitor retailer licensing activities, including new applications, annual renewals, changes of ownership, and out-of-business accounts. Serve as a primary point of contact for retailer licensing questions and coordinate with applicants, retailers, sales staff, and other stakeholders throughout the licensing process. Review and analyze licensing information to determine eligibility in accordance with established procedures and escalate matters for additional review when appropriate. Track delinquent retailers, conduct follow-up, maintain licensing records, and ensure information is accurately documented across applicable spreadsheets and systems. Coordinate recurring security and compliance programs, including access audits, security reports, delinquent retailer activities, and the Restricted Player Database. Maintain documentation and track security and compliance activities in accordance with established policies, procedures, audit recommendations, and record-retention requirements. Provide support for security, cybersecurity, and other audits by organizing and maintaining requested records and documentation. Coordinate courier and retailer compliance activities, maintain required documentation, follow up on noncompliance, and communicate concerns to appropriate Lottery staff. Provide administrative and operational support to the S&I unit, including reports, correspondence, spreadsheets, data entry, records, and other work-process documentation. Provide purchasing and contract-related support, including maintaining purchasing records, processing applicable requests, coordinating approvals, and assisting with invoice and payment activities.
