We are seeking an experienced Lead Right of Way Specialist to oversee the permitting strategy, regulatory compliance, and cross-department coordination for utility infrastructure projects. This SENIOR role provides technical leadership, mentorship, and subject-matter expertise on all ROW and permitting matters. The ideal candidate has extensive utilities experience, advanced GIS knowledge, and strong familiarity with agency permitting requirements.

 

Key Responsibilities:

  1. Leadership & Oversight
    • Lead the ROW permitting function for multiple concurrent utility projects.
    • Provide guidance, training, and mentorship to ROW Specialists and project team members.
    • Establish permitting strategies and proactively identify project risks or regulatory hurdles.
  2. Advanced Permit Management
    • Oversee complex permit submissions and negotiate approval pathways with agencies.
    • Ensure all permit applications meet legal, environmental, and technical requirements
    • Determine permit timelines, critical path requirements, and escalation strategies.
  3. Regulatory Expertise
    • Serve as the primary subject-matter expert for city, county, railroad, MnDot, and DNR permitting regulations.
    • Interpret and communicate regulatory changes impacting electric and gas utility projects.
    • Lead coordination with legal, environmental, engineering, and project management teams.
  4. Stakeholder Engagement
    • Build and maintain high-level relationships with regulatory agencies, utilities, and municipal partners.
    • Resolve escalated issues involving landowners, easements, access rights, environmental concerns, or compliance disputes.
    • Represent Q3 Contracting in regulatory meetings, negotiations, and field inspections.
  5. GIS & Technical Support
    • Oversee the use of GIS for permit planning, routing, mapping, and compliance validation
    • Ensure team members maintain accurate GIS-based project records and permit boundaries.
  6. Documentation & Reporting
    • Ensure complete documentation of all ROW permits, agreements, and communications.
    • Prepare executive-level reports and updates for project managers and leadership teams.

Required Job Requirements:

  • Education: Bachelor’s degree in environmental science, land use planning, civil engineering, or equivalent experience.
  • Experience: Minimum of 6-10+ years of experience in utilities,  right-of-way permitting, or regulatory roles.
  • Knowledge:
    • Advanced GIS proficiency (mapping, analysis, spatial decision-making).
    • Extensive experience with utility construction permitting and compliance.

Preferred

    • Strong expertise in city, county , railroad, MnDot, and DNR right-of-way regulations.
    • Experience leading permitting teams or managing high-complexity ROW programs.
    • Knowledge of environmental and land use laws related to utility projects.

Skills:

  • Leadership and team coaching abilities.
  • High-level communication, negotiation, and conflict-resolution skills.
  • Ability to manage complex permitting pathways and high-volume workloads.
  • Proficient in GIS, Microsoft Office, and project management tools.

Work Environment

  • Hybrid of office and field visits, including inspections and meetings with agencies.
  • Occasional travel required across project regions.

Compensation: $38+hr (DOE)
