Paragon ServicesJob Summary BASIC FUNCTION - Manage, control, direct, administer and coordinate all engineering operations and mechanical/electrical maintenance of the facility under the general direction of building management. PERSONNEL SUPERVISED - Staff of 1 Building Engineer MAJOR DUTIES AND RESPONSIBILITIES Plans, directs, manages, supervises and coordinates a multi-disciplinary staff engaged in life safety, access, control, intrusion alarm systems, operation, repair and major maintenance of structural, mechanical, electrical, plumbing, ADA requirements and irrigation systems of facilities during normal and emergency situations. Identifies and diagnoses overall building operation dysfunctions. Develops remedial and proactive strategies such as preventative maintenance quality assurance inspections, building assessments, and predictive maintenance programs at all facilities. Evaluates the impact of alternatives and implants programmatic solutions, as needed. Prepares labor and material cost estimates. Plans overall maintenance and repair of buildings and grounds. Ensures contract compliance, quality, and efficiency, including managing budget, providing fiscal control, accounting, conducting pre-bid conferences, pre-award analysis and conducting economy and efficiency surveys. Provides skilled craft and planner estimator operations with indirect supervision. Prepares requests and justification for each zone’s operational needs. Prepares written reports and memos. Investigates accident and incident reports and coordinates remediation of safety and emergency issues. Ensures that buildings are ready for inspections by various public agencies. Provides support and oversees department’s response during emergencies and disasters. Coordinates inventory and assessment activities. Provides responsive, high quality service by providing accurate, complete and up-to-date information, in a courteous, efficient and timely manner. This is a operational Chief/lead position. KNOWLEDGE, SKILLS AND ABILITIES Knowledge of: Building, Electrical, Plumbing, and Construction, Occupational Safety and Health Administration (OSHA) codes, and standards associated with the modification and maintenance of facilities Sources of materials, equipment, and supplies for facilities/maintenance and construction projects Automated building maintenance systems, including CMMS, DDC, LON WORKS and BaCnet HVAC controls Asbestos, lead inspection and procedures Principles of maintenance service programs with a large organization Public personnel, and supervisory methods and techniques Construction, maintenance, operations, and repair techniques related to a variety of office and institutional buildings, facilities, crafts and central plant equipment, systems and fixtures Material procurement, including Purchasing and Contracting guidelines and procedures Principles of operating management, including planning and budgeting Administrative management such as facility management, work order processes, preventive maintenance programs, and customer service liaison New construction compliance management Fire/life/safety/security management Customer service objectives and strategies Telephone, office, and online etiquette Current technology and trends in the profession General Management principles and in practice Skills and Abilities to: Interpret blue prints and specification data Analyze and interpret instructions Perform energy analysis and create reports Specify and justify allocation of resources and staffing Write job orders, specifications and estimates Identify and maintain budgetary expenditures Use electronic equipment effectively Apply established practices and methods prescribed for operating and maintaining facilities Develop facility maintenance programs Effectively communicate orally and in writing Establish effective working relationships with management, employees, employee representatives and the public representing diverse cultures and backgrounds Treat empl…
