S R International IncJob Summary – IT Procurement Analyst / IT Purchasing and Contract Coordinator (City of Mesa, Req #166622) Serve as the key coordinator for IT-related purchasing, contract negotiation, and administration within the Department of Innovation and Technology (DoIT). Develop and define scope, specifications, and requirements for IT projects and procurements in collaboration with customers and technical subject matter experts. Draft, review, and process Requests for Bids (RFBs), Requests for Proposals (RFPs), and Requests for Information (RFIs). Evaluate vendor proposals and bids; negotiate, draft, review, and clarify contract terms, conditions, and legal requirements. Award or recommend contracts; ensure all purchasing and contract activities comply with City, state, and federal procurement laws, regulations, and guidelines. Monitor and track contract expenditures, software licenses, and enterprise agreements for compliance and strategic planning. Respond to inquiries regarding contract awards, procurement processes, and legal/technical criteria. Prepare and present Council Reports; attend Council Study Sessions and meetings to address procurement-related questions. Coordinate purchasing package submittals, gather requirements and quotes, create purchase orders, track deliveries, process invoices, and reconcile procurement cards. Ensure adherence to asset management best practices and maintain a broad knowledge of IT applications, infrastructure, and procurement/contract law. Communicate effectively across all organizational levels and work collaboratively with internal teams, vendors, and partners. Maintain detailed and accurate work products while managing multiple, competing priorities. Utilize Microsoft Office Suite; experience with ERP financial systems (especially CGI Advantage) preferred. May review work of others for compliance with procedures and regulations; reports to an IT Manager or supervisor. Ideal Candidate: Bachelor’s degree in Purchasing, Business/Public Administration, or related field (or equivalent education/experience). 3-5 years of professional-level procurement and contract administration experience (municipal or public sector preferred). Experience in IT procurement, contract negotiation, software licensing, and asset management highly desirable. Familiarity with financial ERP systems, and professional procurement/contract certifications (e.g., CTPE, CPCM) preferred. Strong organization, communication, and customer service skills; able to work independently and as part of a team.
