ul relationships across various sites and with brokers, write clear import policies, develop operational procedures, and innovate how U.S. imports are authorized, documented, and measured. You will play a vital role in facilitating cross-border movements while maintaining compliance. Our Supply Chain logistics team will handle freight booking, Bill of Lading (BOL) creation, and carrier invoice settlement.
Responsibilities:
• Develop and enhance the U.S. import control framework, which includes entry review and managing inquiries from Customs and Border Protection (CBP).
• Foster strong relationships with site shipping personnel, program managers, brokers, and forwarders to ensure seamless shipment processing and compliance.
• Draft and implement comprehensive import policies and Standard Operating Procedures (SOPs) covering clearance, Temporary Import Bond (TIB), Carnet, DSP-61 temporary import license, permanent import status, Duty-Free Entry (DFE), and recordkeeping.
• Coordinate with Saab, Inc.'s international affiliates and entities to oversee exports from and imports into the U.S.
• Ensure smooth customs clearance by reviewing entry packets and resolving issues related to classification, valuation, origin, and documentation prior to broker filing.
• Assign and maintain Harmonized Tariff Schedule (HTS) classifications, manage item tracking within the system, and coordinate with the export team on ECCN/USML inquiries.
• Oversee the DFE process under HTSUS 9808.00.30, including eligible contracts in the Procurement Integrated Enterprise Environment (PIEE), coordinating Defense Contract Management Agency (DCMA) certificates with brokers, and ensuring that DFARS 252.225-7013 documentation is complete.
• Manage TIBs, carnets, and ITAR temporary import authorizations, including tracking, close-out, and document retention.
• Support the Automated Commercial Environment (ACE) for imports, focusing on Periodic Monthly Statement duty accuracy and managing protest flags and payment authorization.
• Handle customs bonds for both U.S. and Non-Resident Importer (NRI) Canada, including Powers of Attorney and maintaining the authorized-filer list.
• Administer compliance practices for broker and forwarder partnerships, including creating SOPs and managing compliance KPIs.
• Review and approve International Shipping Requests (ISR) and domestic tariff questionnaires as necessary.
• Organize import and temporary import/export activities in a durable record system, such as OCR EASE or SharePoint, and contribute to shaping these processes as tools evolve.
• Utilize SharePoint and process-improvement skills to standardize procedures and enhance understanding among staff.
• Evaluate sites against import requirements and address compliance gaps directly.
• Willingness to travel domestically and, potentially, internationally, 5%-10% of the time.
Compensation Ranges:
Salary ranges for this role are as follows: East Syracuse, NY, Auburn Hills, MI, Grayling, MI, Orlando, FL, and West Lafayette, IN: $64,600 - $80,700; Bristol, RI, and Cranston, RI: $71,000 - $88,800; Ashburn, VA, Quincy, MA, and Washington, D.C.: $77,400 - $96,800. Compensation will be determined based on factors such as role responsibilities, location, experience, and skills.
