ConfidentialEDUCATION AND EXPERIENCE: This position requires a bachelor’s degree in human services, human resources, social sciences; or a bachelor’s degree in a related field. Experience is preferred but not required. Proficiency in various computer programs in Microsoft 365, including Excel, Outlook, PowerPoint Publisher, Word, and a variety of other program wide software. QUALIFICATIONS: This position would require you to perform the duties outlined in this job description and have a working knowledge to manage, guide, evaluate and counsel staff. This position would be able to work closely with other professionals, Head Start staff, parents and volunteers; have an interest and concern for the philosophy and concept of the Head Start Program. Head Start children and families will always come first, in this Head Start Program, above all defined duties, perceived responsibilities and/or personal priorities! PHYSICAL REQUIREMENTS: This position must be able to sit in front of a computer for extended periods of time. Must be able to lift a minimum of 30 lbs. and occasionally heavier items. WORK ENVIORONMENT: Work is generally performed in an indoor, office setting, well-lit, well-ventilated, heated, and air-conditioned environment. The noise level in the work environment is usually moderate, but during class time, it can become noisy. This position will have extensive travel in a Head Start vehicle to other sites. WORK SCHEDULE: This position is expected to work a total of 8 hours per day Monday through Friday in accordance with the Head Start calendar. SUPERVISION: This position is accountable to the Executive Director, as their direct supervisor. This position does not supervise any direct staff. EVALUATION: The Executive Director will evaluate this position. They will conduct a 90-day review upon hire and yearly, thereafter. OBJECTIVES: 1. To plan and coordinate the overall Head Start Program Human Resource area. 2. To plan and coordinate the Program Transportation module. 3. To develop and coordinate plans for Program Administration. 4. To be an asset to the organization and to continually improve skills, support, develop and train Head Start staff. Essential Duties & Responsibilities Key Result Area #1: Human Resources 1. Assists in the direction, supervision, hiring, managing, training, and evaluation of Program personnel. 2. Responsible for the planning, administration, coordination, direction, enforcement and review of all personnel programs, policies and services for all employees. 3. Develops, implements, monitors and enforces the Program personnel policies and activities to ensure compliance with directives, State and Federal laws, regulations or guidelines and Performance Standards. Establish, maintain and monitor a standard screening and hiring procedure for all employees in compliance with Program Personnel, Policies and Procedures, Equal Employment Opportunity standards, State and Federal guidelines. Types and submit advertisements for job openings to area newspapers; set up interviews with prospective employees and assist with recommendations on hiring, transfers and promotions of job applicants. Mail “sorry” letters to applicants not offered employment after interviews are conducted. Maintains an updated staff list with birth dates and telephone numbers. Monitors and reviews time clock system for accuracy and calculates gross pay, reviews time clock data in payroll software for paychecks. Maintains personal leave, sick leave, snow days and administrative leave for all employees Conducts background checks on job applicants and completes new employee onboarding. Ensure that all new hire paperwork is received, and documents are in the employee file. Collaborate with the Business Manager on budget, complete the check reconciliation report. Prepare annual and on an as needed basis, all contracts, personnel action forms, payroll payment schedules according to the pay schedule. Advices and aids in employee …
