Health and Safety Specialist

JOB OVERVIEW The Health and Safety Specialist leads the effort to create a positive culture of workplace safety. This position develops, promotes, and maintains a workplace free of hazards and accidents. This position works closely with management to ensure compliance with safety and environmental procedures based on current standards (e.g., Cal/OSHA, ISNetWorld) to help minimize the risk of job-related accidents; develops, implements, and utilizes efficient and organized recordkeeping systems; and advises on and implements policies, programs, and trainings that will support safety goals and minimize risks. DUTIES AND RESPONSIBILITIES The following reflects management’s definition of essential functions for this job but does not restrict the tasks that may be assigned. Oversee and support compliance management, employee training, communications, and general project management and administration regarding safety regulations, processes, and best practices. Develop, evaluate, and revise safety programs to comply with current safety regulations, laws, and reporting requirements. Complete Safety Observation Reports during job site visits; compile findings and generate monthly reports. Conduct risks assessments for potential occupational safety and health exposures. Advise on provisions to minimize safety risks; develop and regularly maintain comprehensive Job Safety Analyses for all positions. Create Emergency Action Plan for each new job site prior to project start date. Monitor and support appropriate PPE use across all projects; coordinate procurement of PPE to mitigate high-risk hazards. Conduct and refine training for new hires/rehires on safe worksite practices. Provide ongoing interactive education to employees on Injury and Illness Prevention Program (IIPP) and procedures and develop positive/fun reinforcement strategies to promote and encourage compliance. Coordinate and document all required safety trainings for employees (e.g., CPR, OSHA-10, OSHA-30, American Petroleum Institute). Maintain and support tailgate meeting schedule for all crews. Maintain current train-the-trainer certifications for heavy equipment used on job sites (e.g., forklifts, boom lifts, and scissor lifts). Train and certify designated employees to utilize and inspect heavy equipment as needed. Inspect and maintain first aid kits, ladders, fire extinguishers, fall protection equipment, and other jobsite safety resources; restock supplies and coordinate required inspections and servicing. Conduct accident investigations in collaboration with CEO, Field Superintendent, and applicable project supervisor(s). Assertively manage post-incident matters including incident investigation findings, post incident action items, Worker’s Compensation claims and Early and Safe Return to Work initiatives. Partner with the CEO, CPO, Project Manager, Field Superintendent, and supervisors to identify and address jobsite safety concerns, recommend preventative and corrective actions, and ensure effective implementation of safety initiatives. Demonstrate support and concern for the health and well-being of all colleagues through consistent, respectful, and timely communication and actions. Adopt/develop and incorporate bilingual safety training modules using e-learning tools (e.g., Power Point, videos, webinars, teleconferencing) as needed. Serve as the primary contact for any insurance and government-related safety inspections. Perform safety surveys and inspections, prepare written reports of findings and recommendations for corrective actions, and follow up while ensuring preventive measures are completed.
