We do maintenance, rehab, and lead paint remediation, mostly for nonprofits and government agencies. Our partners include Saint Joseph's Carpenter Society, Camden County OEO, Gateway Community Action Partnership, and New Castle County, Delaware. We are EPA Lead-Safe certified, and we help make homes safe for families in our region. The role Government and nonprofit contracts are our biggest source of revenue, and we want more of them. Right now, finding bids, applying, getting prequalified, and staying compliant is almost all handled by our CEO. You will own that work. You'll find the opportunities, put together winning submissions, get us approved for new programs, and keep us in good standing with the agencies we already serve. You'll also help us grow by spotting contracts next to our lead work, like asbestos, weatherization, and Healthy Homes, that we could win by adding a certification. This is not a cold-calling sales job. It's closer to grant writing and proposal management, with a sales goal attached. If you like deadlines, checklists, organized paperwork, and winning, you'll do well here. What you will do ■ Find: Check bid sources every week (NJ DCA, county and municipal purchasing, HUD lead program grantees, housing authorities, BidNet) and keep a pipeline and calendar of open RFQs, RFPs, and contractor-pool openings across NJ, PA, and DE. ■ Win: Put together complete, on-time bid packages: forms, notarized affidavits, certifications, insurance certificates, references, and narrative responses. Work with the CEO and estimating on scope and pricing. Track wins and losses and ask for debriefs. ■ Get and stay qualified: Manage our registrations, contractor licenses, EPA and NJ lead certifications, insurance, and MBE/WBE/Section 3 paperwork, with a renewal calendar so nothing lapses. Handle prequalifications and annual requalifications. ■ Manage compliance: Prevailing wage and certified payroll where it applies, required documentation, closeout packages, and invoicing support. ■ Grow into new markets: Track the bids we pass on for lack of a certification. Research asbestos, weatherization, radon, and HUD Healthy Homes certifications: cost, timeline, and the contracts each would open. Recommend the next one each quarter. ■ Build relationships: Be the day-to-day contact for program managers at our agency and nonprofit partners, and attend pre-bid meetings and industry events with the CEO. What success looks like ■ First 90 days: A full calendar of bids and renewals built, every certification and registration organized and current, and your first new bids submitted. ■ First year: Approved for several new contractor pools or programs, at least one new agency won, one new certification in progress, and the CEO spending far less time on paperwork. Required ■ 2+ years in grant writing, proposal or bid coordination, government contracting, or procurement. ■ Excellent writing and attention to detail. You catch the missing signature before it costs us a bid. ■ Strong organization and deadline management across many submissions at once. ■ Comfortable with Word, Excel, PDFs, and online procurement portals. You can build a simple cost-and-payoff analysis. ■ Valid driver's license and ability to travel within NJ, PA, and DE. Nice to have ■ Experience with HUD, DOE Weatherization, CDBG, or lead hazard control programs. ■ Construction, home repair, or property management background. ■ Familiarity with lead, asbestos, or radon rules, or environmental compliance work. ■ Knowledge of prevailing wage, Section 3, or MBE/WBE requirements. ■ Relationships with South Jersey or Philadelphia-area community action agencies or housing nonprofits.
