DavieReporting to the Director, Project Procurement, this role will work closely with the Manager, Project Procurement, responsible for equipment packages, as well as engineering, program management, legal, commercial, finance, and other stakeholders. As a Subcontract Manager, you will manage engineering and services subcontracts under the program, based in the Lévis office (or potentially the Montréal office). The role may also be responsible for selected equipment-related subcontracts that require subcontract management support. This role is accountable for ensuring assigned subcontracts are properly scoped, awarded, governed, administered, and closed out in alignment with program requirements, schedule commitments, technical scope, commercial obligations, and internal approval processes. More specifically, you will: Manage assigned engineering and services subcontracts under the program, ensuring each subcontract has a clear scope, schedule, deliverables, commercial structure, governance model, and performance expectations. Oversee the subcontract lifecycle from planning and tendering through award, execution, performance monitoring, dispute support, and closeout for engineering and services engagements. Support the development, review, issuance, and evaluation of RFPs, statements of work, technical exhibits, commercial schedules, and subcontract documents for complex engineering and services scopes. Negotiate and manage high-value subcontracts, master service agreements, amendments, change orders, and commercial settlements with engineering firms, consultants, service providers, and other subcontractors. Work with engineering, program management, supply chain, finance, and other functions to monitor subcontract progress against program schedule, cost, technical, quality, and reporting requirements. Monitor subcontractor performance, including deliverable status, schedule adherence, cost performance, quality of outputs, issue resolution, and compliance with contractual obligations. Identify and implement improvements to subcontract administration, reporting, change control, invoice validation, document control, and stakeholder coordination. Analyze subcontract data, including commitments, forecasts, milestones, risks, changes, invoices, and performance indicators, to support decision-making and program reporting. Ensure compliance with the Procurement Policy, internal procurement governance, delegated authority requirements, contract security obligations, program procedures, and applicable industry or regulatory standards. Manage subcontract changes in coordination with technical, commercial, legal, finance, and program stakeholders, including scope clarifications, variation requests, change orders, claims support, and impact assessments related to cost, schedule, technical requirements, and contractual obligations. Support invoice review, milestone validation, accruals, commitment tracking, and payment issue resolution to ensure subcontractor payments are accurate, properly approved, and aligned with contractual terms. Maintain visibility of subcontract risks, issues, dependencies, and interface points, and escalate concerns with recommended mitigation actions when subcontract performance may affect program cost, schedule, technical delivery, or stakeholder commitments. Qualifications Bachelor’s degree in Supply Chain Management, Business Administration, Engineering, Law, Construction Management, Project Management, or a related field; equivalent experience will be considered. Master’s degree in a relevant discipline, or specialized training in contract management, project management, procurement, construction law, or claims management, is an asset. Minimum of 10 years’ experience in subcontract management, contract management, procurement, or commercial management for complex engineering, technical services, construction, infrastructure, shipbuilding, defence, or large-scale project environments…
