Position Summary We are seeking an experienced and proactive Customs Compliance Manager to oversee our dual-country customs clearance operations (Canadian CBSA and US CBP). In this role, you will lead operational teams, onboard new accounts, protect clients from regulatory penalties, and drive continuous improvement across team processes and financial performance. You will act as a trusted advisor to clients while maintaining operational excellence ensuring daily operations run without delays, errors, or AMPS (Administrative Monetary Penalty System) penalties. Key Responsibilities 1. Team Leadership, Training & Operations Supervise & Coordinate: Lead, mentor, and coordinate the day-to-day activities of the Canadian and US customs operational teams. Capacity & Performance: Ensure smooth operational flow without clearance delays, managing workloads and productivity across both cross-border sectors. Training: Develop and execute ongoing training programs for staff regarding changing customs regulations, SIMA duties, classification, and software entry processes. CADEX Oversight: Monitor and ensure timely transmission of CADEX files (specifically tracking Day 4 and Day 5 entries) to avoid CBSA late-filing sanctions. 2. Compliance, Risk Management & Client Protection CBSA & CBP Compliance: Maintain high accuracy in tariff classification, valuation, origin determination, and tax applications. Penalty Prevention: Guard against AMPS penalties through strict quality control, internal audits, and entry accuracy checks. SIMA & Surtaxes: Verify correct application of SIMA (Special Import Measures Act) duties and applicable surtaxes/countervailing duties to protect importers from unexpected fines or retroactive adjustments. Client Advocacy: Act as a regulatory advisor to clients, safeguarding them against compliance risks and updating them on trade law changes. 3. Client Onboarding, Account Management & Growth Client Onboarding: Lead the technical and operational onboarding of new accounts, establishing compliant profiles, SOPs, and smooth workflows. Customer Meetings: Schedule and lead regular client meetings to address compliance concerns, operational reviews, and advisory needs. Executive Reviews: Partner with the Director to conduct Client Account Management Reviews, identifying account risks and service expansion opportunities. Revenue & Pricing: Work on costing models, quotes, and competitive pricing strategies to optimize departmental revenue and profitability. 4. Systems, Finance & Inter-departmental Collaboration System Oversight: Supervise and monitor daily usage of Descartes (or equivalent customs management software) to ensure data integrity and seamless workflow execution. Accounts Receivables Collaboration: Work closely with the Accounts Department to track billing, resolve invoice disputes, and ensure clients adhere to payment terms. Continuous Improvement: Continuously review operational workflows, identify bottlenecks, and present optimization plans during regular Director strategic reviews. Qualifications & Requirements Education & Certification: Certified Customs Specialist ( CCS ) or Professional International Freight Forwarder ( CTCS ) designation required. CA/ US Customs Broker License (LCB) or US CCS equivalent is a strong asset. Experience: Minimum 5–7 years in Canadian and US customs clearance and compliance operations. 2+ years of supervisory or team management experience. Technical Expertise: Hands-on experience using Descartes customs software (or similar enterprise brokerage platforms like ITMR). In-depth knowledge of CBSA policies, US CBP entry procedures, SIMA duties, surtaxes, and the AMPS framework. Familiarity with CADEX/EDI processing routines and strict release timelines. Skills: Strong client-facing presentation and advisory skills. Proven financial acumen regarding costing, pricing strategies, and accounts receivable tracking.
