Role Description Cambio is hiring Senior Contract Specialists and a Principal Contract Specialist/Program Manager to support the Contracting and Logistics Department at Portsmouth Naval Shipyard (PNSY) in Kittery, Maine. All positions are full-time and on-site. The schedule is Monday through Friday, working an 8-hour day that falls anywhere between 6:00 am and 5:00 pm Eastern. Both positions handle acquisitions for supplies, services, and information technology from planning through closeout. The work includes: market research, acquisition strategy and independent government estimates preparing RFQs and RFPs supporting source selection price analysis, negotiation support and award documents modifications, option exercises and contractor performance issues The Senior Contract Specialist reviews contract packages prepared by other specialists before they go to the Contracting Officer and mentors less experienced staff. The Principal Contract Specialist / Program Manager leads the contractor staff on site. That includes assigning and reviewing work, tracking procurement timelines, and serving as the main point of contact with the Government contracting team. Required Qualifications (both positions) U.S. citizenship Bachelor’s degree (business preferred) 5-8+ years of government contracting experience. Experience can come from working as a federal employee or as a contractor in a federal contracting office. It must include commercial and non-commercial supplies and services, IDIQs, task orders, and delivery orders. DAWIA Contracting Professional or FAC-C Level III certification (legacy Level III accepted) Hands-on experience with: a contract writing system (ePS or SPS/PD2); FPDS-NG and SAM; PIEE applications (CLS, EDA, SPRS); GSA eBuy, Advantage, and eLibrary; Microsoft 365 and Adobe Acrobat Advanced Excel for pricing analysis, including XLOOKUP/VLOOKUP, pivot tables on large datasets, conditional formatting with custom formulas, and nested formulas Experience training or mentoring other contract specialists Additional Requirements (Program Manager) 3+ years supervising contracting staff (federal or contractor) DAWIA Program Management Advanced or legacy DAWIA Program Management Level III certification, or a comparable program management certification Preferred Navy, NAVSEA, or other DoD contracting experience Experience as a warranted Contracting Officer 9+ years of government contracting experience Cambio's Public Sector Practice helps executives and managers at all levels of government maximize performance and efficiency in the face of ever tightening budgets and increased demand for services.
