Facilities Maintenance Manager
SORTA l MetroPOSITION SUMMARY Responsible for planning, organizing, directing, and continuously improving the maintenance, repair, cleanliness, safety, reliability, and state of good repair of Metro-owned and operated facilities, grounds, transit centers, maintenance and administrative buildings, bus stops and shelters, and related facility systems and equipment. Manages preventive and corrective maintenance programs, work planning, asset condition, contractors, projects, budgets, regulatory compliance, and assigned personnel to support safe, dependable, cost-effective transit operations. ESSENTIAL FUNCTIONS Enforce safety and security regulations and compliance with Metro policies, procedures, and applicable federal, state, and local requirements. Plan, organize, direct, and monitor maintenance and repair of Metro facilities, grounds, garages, administrative buildings, transit centers, bus stops, shelters, parking areas, and assigned infrastructure. Oversee state of good repair of HVAC, electrical, plumbing, lighting, roofing/building envelope, doors/access systems, fire/life-safety, fueling systems, tanks, lubrication systems, wash racks/fuel lanes, compressed air, and related shop systems. Develop and continuously improve preventive and predictive maintenance programs; ensure scheduled work is completed and documented. Manage daily work planning, prioritization, scheduling, assignment, and execution of corrective, preventive, emergency, and project work. Ensure effective use of Metro's Maximo system to document assets, work requests, labor, materials, failure history, PM schedules, inspections, costs, and completed work. Establish and monitor KPIs including PM compliance, work-order backlog, response time, asset availability, repeat failures, contractor performance, and cost. Direct facility and asset-condition inspections and quality audits; identify deficiencies, prioritize corrective actions, track completion, and report trends and risks. Develop short-, mid-, and long-range maintenance plans covering labor, equipment, contracts, replacement, rehabilitation, and capital needs; support state-of-good-repair planning. Develop scopes of work, technical requirements, cost estimates, schedules, and specifications for maintenance, repair, renovation, minor construction, and service contracts. Administer contractors, vendors, consultants, and service agreements; inspect work for conformance with specifications, safety, schedule, quality, and regulations; review invoices and performance. Coordinate projects and maintenance with Operations, Fleet Maintenance, Engineering/Capital Projects, Procurement, Safety, Security, IT, Finance, and other departments. Develop and manage the annual operating budget; forecast labor, materials, equipment, contract, and project needs; monitor expenditures and variances. Monitor facility materials, supplies, tools, equipment, and inventories to maintain readiness and fiscal control. Maintain accurate facility records, inspections, work orders, contracts, maintenance documentation, and compliance records for internal, regulatory, and FTA-related reviews. Ensure compliance with OSHA, building/fire codes, environmental and hazardous-material requirements, and other applicable regulations. Develop contingency plans for facility failures, severe weather, utility disruptions, hazardous spills, and emergencies; respond to significant facility emergencies as required. Evaluate maintenance, repair, installation, modification, and replacement requests for necessity, priority, scope, and cost-effective execution. Recommend asset replacement, rehabilitation, or upgrades based on condition, reliability, life-cycle cost, safety, regulatory requirements, and operational needs. Schedule work and provide daily oversight to direct reports; establish expectations, conduct evaluations, coach employees, and administer corrective action consistent with Metro policy and labor agreements.
