The MAA is currently accepting applications for the position of DOT Procurement Manager I within the Office of Procurement and Materials Management in the Architect and Engineering section at the Baltimore/Washington International Thurgood Marshall Airport (BWI Marshall Airport). Responsibilities include but are not limited to the following: Managing the procurement of Architectural and Engineering consultant contracts in accordance with the Federal Aviation Administration Architectural and Engineering Advisory Circulars, including coordination with the Maryland Department of Transportation Maryland Aviation Administration, the Federal Aviation Administration, the State Highway Administration Consultant Services Division, and consultant firms. Managing the development and preparation of project solicitations for Expressions of Interest (EOI), including defining project scope, providing project direction, and establishing evaluation factors for the initial screening of candidate firms. Directing the development of detailed and comprehensive Requests for Proposals (RFP), including the scope of work, project budget and staffing requirements, project administration requirements, and detailed evaluation criteria used as the basis for evaluating and rating firms. Conducting and overseeing pre-proposal conferences with consultant firms, including explaining project requirements, procurement regulations, and applicable procurement procedures. Directing the development and submission of Board of Public Works (BPW) agenda items to the Maryland Department of Transportation (MDOT), as well as coordinating the required approvals and contract execution in accordance with Board of Public Works (BPW) guidelines. Directing and coordinating, when applicable, the award of service preference purchase contracts to Certified Sheltered Workshop (CSW) companies. These positions are located at BWI Marshall Airport in Anne Arundel County, MD Qualifications MINIMUM QUALIFICATIONS: Education: A Bachelor's degree from an accredited college or university. Experience: Four years of professional public sector procurement, or private sector contracting experience, which includes activities such as soliciting, evaluating, negotiating and awarding contracts, advertising procurement opportunities, distributing specifications to vendors, coordinating bidder evaluation committees, conducting vendor debriefings, monitoring contract performance, eProcurement management, professional certification or procurement business operations. Candidates may substitute one year of experience in ensuring appropriate and consistent enterprise-wide interpretation of and compliance with enterprise level procurement laws, regulations, policies and procedures for the required education. 2.
