Summary Objective
The purpose of this position is to provide direction for multiple disciplines in field operations to ensure compliance with MUTCD, local and state ordinances and laws.
This class works independently, under limited supervision, reporting major activities through periodic meetings.
ESSENTIAL FUNCTIONS
The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.
• Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
• Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
• Enforces safety procedures to ensure safe operation of equipment and employee safety.
• Attends meetings and represents the department to the public to provide information and answer questions concerning programs, projects and activities.
• Reviews and approves engineering plans, specifications and studies and coordinates the planning and implementation of projects.
• Evaluates projects for compliance with ordinances, laws, regulations, policies and engineering standards.
• Monitors the development and completion of surveys and field investigations.
• Administers and oversees road maintenance operations, electrical maintenance, regulatory signage fabrication and installation, street markings, vehicle impound operations, maintenance of vacant properties and urban forestry program.
• Investigates complaints from the public concerning public works maintenance activities and provides direction in resolving problems and customer concerns.
• Provides technical assistance and instruction regarding agency engineering and maintenance projects.
• Monitors operational and capital expenditures, directs and coordinates vendor contracts and assists with budget preparation.
• Monitors weather conditions and recommends plan of action for snow and ice removal, clearing roads of downed tree and debris from storms and floods and coordinates operations for emergency and disaster response.
• Performs related work as assigned.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS
• Bachelor’s Degree in Engineering or related discipline.
• Five (5) years of engineering experience, including two years of technical construction or maintenance supervisory experience or an equivalent combination of education, training and experience.
OTHER MINIMUM REQUIREMENTS
• Must possess and maintain a valid state driver’s license with an acceptable driving history.
PHYSICAL DEMANDS
Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.
• Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
