Position Description: Dispatcher Job Title: Dispatcher Department: RGI Guam DoDEA Student Transportation Services Reports To: Program Manager, Alternate Program Manager, Dispatch Supervisor FLSA Status: Non-Exempt Employment Status: Full-Time, Hourly Position Summary The Dispatcher is responsible for coordinating and supporting daily student transportation operations for Department of Defense Education Activity (DoDEA) schools in Guam. This position ensures routes are fully staffed, buses are dispatched on time, and transportation services are delivered safely, efficiently, and in full compliance with DoDEA, Department of Transportation (DOT), and company requirements. The Dispatcher serves as the primary operational point of contact for drivers and safety attendants during assigned shifts and acts as a liaison between transportation staff, Student Transportation Office (STO) personnel and RGI Management. This is a safety-sensitive position requiring a high level of integrity, accuracy, accountability, and adherence to reporting and compliance standards. Essential Duties and Responsibilities Coordinate daily transportation operations to ensure all assigned routes are properly staffed and dispatched on schedule. Serve as the primary operational contact for drivers and safety attendants during assigned shifts, providing real-time support and guidance. Monitor attendance, call-outs, tardiness, and route coverage; immediately notify Program Management of staffing gaps, delays, or service disruptions. Assign replacement drivers or safety attendants when available, following established procedures and direction from RGI Management. Issue vehicle keys and maintain accurate key control logs. Maintain accurate ridership, mileage, and daily operational records. Issue, collect, and assist with submission of Student Incident Reports to the Student Transportation Office; provide copies to Program Management. Issue and collect pre-trip and post-trip inspection logs; ensure documentation is complete, accurate, and submitted timely. Collect Safety Attendant checklists and ensure proper submission. Coordinate and communicate co-curricular, special, and non-routine routes to drivers and Program Management. Support route adjustments due to traffic, weather, road closures, or operational needs in coordination with Program Management. Assist with annual and as-needed bus stop and route assessments using approved checklists, document and report findings. Provide procedural guidance to drivers and safety attendants regarding SOPs, safety expectations, and documentation requirements (without disciplinary authority). Maintain daily operational logs, including attendance, coverage changes, incidents, inspections, and route disruptions. Immediately notify Program Management of accidents, incidents, student concerns, equipment issues, or safety risks. Assist with onboarding logistics for new drivers and safety attendants, including route familiarization and documentation flow. Monitor fleet status and communicate maintenance or safety concerns to Program Management. Operate a school bus when required due to staffing shortages, ensuring dispatch coverage is maintained. Maintain professional interactions with students, parents, school personnel, and company staff at all times. Accountability & Mandatory Reporting Requirements Dispatchers are directly responsible for ensuring that all operational, safety, and personnel-related matters are reported immediately and accurately to Program Management, including but not limited to: Accidents, incidents, injuries, and student concerns Attendance issues, callouts, and route coverage gaps Equipment malfunctions or safety risks Compliance or performance concerns involving drivers or safety attendants Dispatchers must document and communicate all known events truthfully, completely, and without delay.
