PRIMARY PURPOSE:

The Director of School Improvement – Operations and Support serves as a key partner to the Superintendent and the Director of School Improvement – Instruction in supporting principals and assistant principals and strengthening campus operations across the district.

The Director of School Improvement – Operations and Support serves as the primary liaison between campuses and central office departments, helping principals navigate operational challenges, improve organizational effectiveness, and maintain compliance with district, state, and federal requirements.

Through strategic leadership, operational oversight, accountability monitoring, resource alignment, and continuous improvement practices, this position ensures campuses receive the support, guidance, and services necessary to enhance organizational effectiveness, improve student outcomes, and advance the mission, vision, and strategic goals of Kingsville ISD.

This position supports campus leaders in the areas of student and staff attendance, budgeting, personnel and student management, nutrition, health care, counseling, enrollment, T-TESS implementation, parent and community relations, grievance resolution, campus activities, accountability monitoring, compliance, student discipline management and procedures, special programs support and coordination (SPED, 504, GT, Bil/ESL, etc.), and operational planning
while advancing the district's strategic goals.


QUALIFICATIONS:

Education and Experience

  • Master's degree in Educational Leadership, School Administration, Public Administration, Business Administration, Curriculum and Instruction, or a related field required.
  • Valid Texas teaching certificate and Texas principal or mid-management certification required.
  • Minimum of three (3) years of successful teaching experience and three (3) years of instructional leadership experience (e.g., instructional coach, assistant principal, principal, or district-level leader).
  • Demonstrated success in school improvement, operational management, and organizational leadership.
  • Experience managing budgets, personnel, compliance, student discipline, and district initiatives.
  • Experience supporting campus leaders and implementing continuous improvement processes and strategies in alignment with district goals and priorities.


Professional Knowledge and Expertise

  • Understanding of effective instructional systems and their relationship to campus operations, school improvement, and student outcomes.
  • Knowledge of state accountability systems, including Texas Essential Knowledge and Skills (TEKS) and assessment frameworks.
  • Understanding of change management, innovation cycles, and program evaluation.
  • Knowledge of Texas public school operations, accountability systems, and school. improvement practices, to include T-TESS and T-PESS evaluation systems.
  • Knowledge of district budgeting, personnel management, and operational systems.

MAJOR RESPONSIBILITIES AND DUTIES

Strategic Leadership and School Improvement

  • Support the Superintendent and the Director of School Improvement-Instruction in implementing district strategic priorities and improvement initiatives focused on improving student outcomes with a sense of urgency and accountability.
  • Coordinate districtwide efforts to improve campus effectiveness and operational efficiency.
  • Monitor implementation of campus improvement plans and district initiatives.
  • Identify barriers to campus success and work collaboratively with campus administrators and district departments to develop solutions.
  • Support organizational change efforts and continuous improvement processes across the district.
  • Assist in developing systems and structures that promote high levels of student achievement and campus performance.

Campus Operations Support

  • Serve as the primary support resource for principals regarding campus operational matters.
  • Assist principals in managing day-to-day operational challenges and district expectations.
  • Support planning and execution of campus events, student activities, student behavior procedures, extracurricular programs, and special events.
  • Coordinate and monitor campus readiness efforts related to safety, compliance, facilities, transportation, and district operations.
  • Monitor implementation of district policies and procedures to ensure consistency across campuses.

Central Office Coordination

  • Serve as the primary liaison between campuses and district departments, including Human Resources, Finance, Technology, Facilities and Maintenance, Transportation, Child Nutrition, Safety and Security, Health Services, and Student Services, to ensure timely and effective support for campus operations.
  • Facilitate proactive communication, collaboration, and problem-solving between campus leaders and central office departments to address operational needs and remove barriers to student success.
  • Coordinate, prioritize, and monitor the delivery of support services to campuses, ensuring responsiveness, efficiency, and alignment with district goals and campus improvement priorities.
  • Establish systems and processes to track service requests, monitor completion timelines, and evaluate the effectiveness of support provided to campuses.
  • Collaborate with department leaders to identify operational challenges, implement solutions, and continuously improve service delivery and customer support to campuses.
  • Ensure campus leaders have access to the resources, information, and support necessary to maintain safe, efficient, and effective learning environments.

Attendance and Student Engagement

  • Monitor student and staff attendance trends and performance indicators at the district and all campuses.
  • Support principals in implementing attendance improvement strategies, tracking, documentation, and intervention plans.
  • Assist campuses in addressing chronic absenteeism and barriers to student engagement.
  • Ensure compliance with state attendance requirements and district procedures.
  • Analyze attendance data and provide recommendations to improve student participation and success.
  • Given KISD's focus on ADA and funding, explicitly oversee: enrollment trends, attendance recovery efforts, ADA monitoring, and student persistence and engagement
  • Present monthly reports to the KISD Board of Trustees related to attendance, ADA, funding, facilities issues, and other support services impacting student outcomes.

Accountability and Performance Monitoring

  • Monitor key performance indicators including attendance, discipline, academic achievement, graduation rates, and operational effectiveness.
  • Develop and maintain operational performance dashboards related to attendance, discipline, staffing, budget utilization, compliance, and campus support services.
  • Monitor campus performance indicators related to state accountability, school improvement requirements, and district strategic priorities, and support principals in implementing corrective actions when needed.
  • Assist district and campus leaders in analyzing campus data and developing action plans.
  • Conduct regular campus reviews to assess progress toward meeting district goals.
  • Support implementation of corrective action plans when performance concerns are identified.
  • Prepare reports and recommendations for the Superintendent regarding campus performance and operational effectiveness.

Budget and Resource Management

  • Assist principals in developing and managing campus budgets.
  • Monitor budget expenditures and alignment of resources to campus priorities.
  • Review financial reports and identify opportunities for cost savings and operational efficiencies.
  • Support responsible stewardship of district resources.
  • Ensure compliance with district purchasing and financial procedures.

Personnel Management and Leadership Development

  • Support principals with personnel management, staffing decisions, and organizational planning.
  • Assist in addressing employee performance concerns and implementing improvement plans.
  • Support recruitment, retention, and succession planning efforts.
  • Coordinate leadership development opportunities for principals and assistant principals.
  • Foster a culture of accountability, professionalism, and continuous growth.

T-TESS and Educator Effectiveness

  • Support implementation and calibration of the Texas Teacher Evaluation and Support System (T-TESS).
  • Provide training and support to campus administrators regarding educator evaluation processes.
  • Conduct calibration observations, walkthroughs, and evaluations as assigned by the Superintendent and support consistency in implementation of the T-TESS process across campuses.
  • Monitor consistency and fidelity of evaluation practices across campuses.
  • Assist principals in developing teacher support and growth plans.
  • Develop tracking and monitoring systems to ensure compliance with State and District policy and procedures.

Parent, Community Relations, and Grievance Resolution

  • Support district and campus leaders (principals and assistant principals) in addressing parent concerns and community issues.
  • Work collaboratively with Campus Parent/Family Coordinators to plan and execute activities, collaboration, and outreach.
  • Participate in meetings involving sensitive or complex campus concerns.
  • Support collaborative and student-centered collaboration and decision-making when addressing stakeholders’ concerns.
  • Assist with investigations and resolution of complaints and grievances.
  • Ensure district complaint and grievance procedures are implemented consistently.
  • Work directly with the Director of Communications, Engagement, and Development to ensure information to and from campuses is streamlined and vetted before its published or disseminated to different stakeholders.
  • Promote positive relationships between schools, families, and community stakeholders.
  • Identify and promote ongoing and diverse opportunities to seek feedback from stakeholders throughout the school year on all issues impacting district-home relationships and collaboration.

Compliance, Monitoring, and Reporting

  • Assist campuses in maintaining compliance with district, state, and federal requirements.
  • Support preparation for audits, monitoring visits, and accountability reviews in all areas, such as Sped, GT, 504, Bil/ESL, etc.
  • Review campus reports and documentation for accuracy and completeness.
  • Coordinate collection and submission of required district and state reports.
  • Develop systems to monitor compliance and operational effectiveness.

  • Attend Board meetings, district events, and community functions as assigned.

  • Perform other duties as assigned by the Superintendent.

Maintain emotional control and sound judgment in a fast-paced, high-accountability environment. Work involves managing multiple initiatives, meeting deadlines, and responding to evolving district needs with accuracy and professionalism.

Regular district-wide travel to campuses is required, along with occasional out-of-town travel for conferences, training, and grant-related activities. Frequent use of technology, including computers and data systems, is required for extended periods.

 

Position may require occasional evening and weekend work to support professional development, deadlines, and district initiatives. Work is primarily conducted in an office and school environment, with occasional off-site meetings.
