Description

Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA).  Our MISSION is to help ensure the security of the United States and its allies by providing high-hazard experimentation and incident response capabilities through operations, engineering, education, field, and integration services and by acting as environmental stewards to the Site’s Cold War legacy.  Our VISION is to be the user site of choice for large-scale, high-hazard, national security experimentation, with premier facilities and capabilities below ground, on the ground, and in the air. Responsibilities

The Director of Nuclear Facility Operations reports to the Director of Stockpile Operations and is responsible for improving the efficacy and efficiency of facility operations at the Nevada National Security Site (NNSS) for Mission Support and Test Services LLC (MSTS). This role is critical to MSTS's mission of ensuring U.S. security through high-hazard experimentation and operations. 

Key Responsibilities:

 

  • Act as the primary contact and authority improving and integrating nuclear and high-hazard facility operations. Partners with internal peer organizations, the NNSA Nevada Field Office (NFO), NNSA’s program organization; National Weapons Laboratories, governmental and other stakeholders.
  • Oversee policies, procedures, and operations of NNSS nuclear and weapons-related high-hazard operations, ensuring alignment with MSTS's mission to be the user site of choice for large-scale, high-hazard, national security experimentation.
  • Establish and lead effective and efficient objectives, policies, and procedures for nuclear and other operations at NNSS which attract laboratory users to the site.
  • Oversee functional areas such as conduct of operations, operational readiness, and issues management.
  • Responsible for Integrated Project Team efficacy for programs and projects under their purview.
  • Drive a continuous improvement mentality within areas of responsibility, promoting 'organizational learning' concepts and providing leadership that encourages continuous improvement in cost reductions and enhancements in the performance of mission.
  • To position MSTS to assume new business opportunities, will have leadership responsibility to implement and coordinate efforts to find efficiencies, control and reduce the cost of operations at the site.
  • Lead a coordinated and integrated approach to meet NNSA/NFO and NNSA strategic initiatives for the programs, projects, and activities under their purview.
  • Coordinate functional capabilities through strategic planning to accomplish present and future missions.
  • Actively assist in defining technologies, competencies, and skills required to develop and accomplish services.
  • Anticipate risks and assures risks inherent in operations are identified, controlled, or mitigated.
  • Serve as an official company representative to partners, clients, industry groups, representatives of government and regulatory agencies, and the public in the community of the establishment.
  • Promote and actively participate in integrated health and safety programs, champion initiatives. Encourage and support employees' participation in health and safety initiatives, consistently enforcing environment, safety, health, and quality policies and procedures.
  • Hold direct and indirect managers and individual contributors accountable to company policies, procedures, behaviors, and core values.
  • Creates an environment where employees feel safe to raise issues, empowered to address issues, and supported to resolve issues.


Qualifications

Due to the nature of our work, US Citizenship is required for all positions.

  • Master’s degree in related field or equivalent training and experience, plus a minimum of 20 years of related and progressively responsible experience.

  • The primary work location will be at the Nevada National Security Site (located 65 miles northwest of Las Vegas, Nevada).
  • Work schedule will be 4/10s Monday through Thursday (subject to change).
  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
  • Must possess a valid driver’s license.

 

MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2, “Personnel Security”. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

 

Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted.  Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, “Counterintelligence Evaluation Program.”

Annual salary range for this position is: $221,540.80 - $365,539.20.

 

Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
