Description

The Director of Arizona Operations serves as the single point of accountability for Venture Forthe’s Arizona operations, responsible for ensuring regulatory compliance, operational performance, service quality, financial sustainability, and market growth across all Arizona programs. This role holds full responsibility for the implementation, oversight, and success of all Arizona service lines and coordinates closely with corporate leadership and administration to ensure alignment with organizational strategy.


The Director oversees program implementation, regulatory compliance, payer contracting, and operational infrastructure to ensure high-quality delivery of homemaking, personal care, general supervision, and companionship services. In addition to supporting the AWC model, this role is responsible for developing and expanding the agency’s capacity to deliver agency-based Attendant Care services, including operational setup, staffing infrastructure, and program growth.


This role serves as the executive operational authority for Arizona programs, responsible for the performance, compliance, and growth of both the Agency With Choice model and agency-based Attendant Care services across the Arizona service area.



Requirements

 

EDUCATION/EXPERIENCE:

  • Bachelor’s degree in Healthcare Administration, Human Services, Business Administration, or related field preferred.
  • Minimum of 3–5 years of experience in home and community-based services, Medicaid programs, or healthcare operations.
  • Experience with AHCCCS, ALTCS, or Agency With Choice (AWC) service models strongly preferred.
  • Strong leadership, operational planning, and regulatory compliance experience.

PREFERRED EXPERIENCE:

  • Experience working with AHCCCS managed care organizations (MCOs), including coordination with care coordinators, service authorization processes, and provider-plan operational requirements.
  • Experience supporting the launch or expansion of healthcare or home and community-based service programs, including developing operational processes, staffing infrastructure, and compliance systems.
  • Demonstrated ability to operate in a dynamic environment while managing multiple operational responsibilities during program growth.

 

ESSENTIAL DUTIES AND FUNCTIONS:

  • Serve as the accountable operational leader for all Venture Forthe programs in Arizona, ensuring regulatory compliance, service quality, operational effectiveness, and sustainable program growth across the state.
  • Maintain accountability for Arizona program performance including regulatory compliance, staffing capacity, service delivery outcomes, payer requirements, and program sustainability.
  • Coordinate with corporate leadership and administration to ensure Arizona operations align with organizational strategy, policies, financial expectations, and operational standards.
  • Monitor financial and operational performance of Arizona programs, including service utilization, staffing capacity, payer requirements, and operational sustainability.
  • Lead operational development and oversight of Venture Forthe’s Arizona Agency With Choice (AWC) program.
  • Ensure the AWC service delivery model supports participant direction, member choice, and independence.
  • Oversee the administrative infrastructure required for AWC, including onboarding, scheduling support, documentation, and compliance monitoring.
  • Facilitate contracting and operational relationships with insurance providers, managed care organizations, and payer partners.
  • Ensure compliance with AHCCCS and ALTCS requirements related to Agency With Choice and Attendant Care programs.
  • Provide operational leadership for attendant care services including homemaker, personal care, general supervision, and companionship delivered in members’ homes.
  • Review, develop, and implement policies, workflows, and operational processes to support all services provided in Arizona.
  • Oversee member intake processes including enrollment, documentation, and coordination with care coordinators and case managers.
  • Ensure accurate tracking of service authorizations, hours utilization, and billing readiness.
  • Monitor Electronic Visit Verification (EVV) compliance and address documentation discrepancies impacting billing and regulatory compliance.
  • Provide operational guidance to ensure members understand their roles and responsibilities within the Agency With Choice model.
  • Maintain regular communication with care coordinators, case managers, and referral partners.
  • Support quality assurance activities including service monitoring, satisfaction follow-ups, and complaint resolution.
  • Ensure operational readiness for audits, regulatory reviews, and payer compliance monitoring.
  • Represent Venture Forthe at community outreach events, managed care meetings, and provider networking opportunities.
  • Actively participate in agency EOS meetings (Level 10, quarterly, and annual) to support operational alignment, accountability, and execution of agency goals.

WORK ENVIRONMENT: 

This position operates in both office and field environments. Regular travel is required throughout the service area to meet with clients, attendants, and community partners; conduct visits; and attend training or meetings. The role involves occasional home visits, in-person assessments, or outreach events. Periodic out-of-state travel may be required to attend corporate meetings, leadership training, or organizational initiatives. An active driver’s license and reliable transportation is required.
