About Us SOTA Structures is a design-build firm with a focus on multifamily residential projects in British Columbia. We take an integrated approach to project delivery, coordinating design, approvals, budgets, and construction from initial planning through completion. We are seeking a Development / Pre-Construction Manager to lead projects through feasibility, design, municipal approvals, and construction planning. Working closely with company leadership, consultants, municipal staff, and construction teams, the successful candidate will be responsible for advancing financially viable, well-coordinated projects that are ready for construction. Responsibilities Manage the development and preconstruction process from initial feasibility assessment through approvals, procurement, and handover to the construction team. Assess potential development sites, including zoning, permitted density, servicing capacity, site constraints, approval requirements, and development potential. Prepare and maintain development budgets, financial pro formas, cash flow forecasts, and project schedules. Evaluate development scenarios, design options, construction costs, and project risks to support investment decisions. Coordinate due diligence, including title review with legal counsel, surveys, geotechnical investigations, environmental assessments, and other site studies. Assemble and manage consultant teams, define scopes of work, review proposals, and administer consultant agreements. Coordinate architectural, structural, mechanical, electrical, civil, landscape, and other consultant work to maintain alignment with project objectives, budgets, and schedules. Manage rezoning, development permit, subdivision, building permit, and other approval processes, as applicable. Liaise with municipal staff, approving authorities, utility providers, and other stakeholders to resolve requirements and advance applications. Coordinate public consultation materials, presentations, and responses to municipal and community feedback. Lead design coordination and constructability reviews, identifying scope gaps, coordination issues, and opportunities to improve cost efficiency and construction sequencing. Develop conceptual and detailed construction estimates, obtaining input from contractors, subcontractors, and suppliers as designs progress. Lead value engineering while maintaining project quality, performance, and market objectives. Develop procurement strategies, prepare tender packages, evaluate bids, and support contract negotiations and awards. Identify long-lead items and coordinate early procurement, servicing, site logistics, and enabling work. Maintain project records, decision logs, risk registers, and regular reporting on budgets, schedules, approvals, and outstanding issues. Support financing, appraisal, and lender due diligence by coordinating project information and supporting documentation. Establish a clear handover to the construction team, including approved drawings, permits, budgets, contracts, schedules, and outstanding commitments. Qualifications A diploma or degree in real estate development, construction management, architecture, engineering, planning, or a related field, or an equivalent combination of education and practical experience. At least five years of relevant experience in development management, preconstruction, or a combination of both. Demonstrated experience advancing multifamily residential projects through design and municipal approvals in British Columbia. Experience with mid-rise wood-frame construction is strongly preferred. Strong understanding of development feasibility, financial pro formas, budgeting, cash flow forecasting, and project risk assessment. Working knowledge of BC municipal approval processes, zoning bylaws, development policies, building codes, and servicing requirements.
