The Work Unit:
The Health Facilities and Emergency Medical Services Division (HFEMSD) is responsible for the oversight and enforcement of a broad range of federal and state statutes and regulations applicable to a wide variety of healthcare facilities and services in Colorado, including hospitals, clinics, ambulatory surgical facilities, renal dialysis centers, emergency medical services providers, designated and non-designated trauma centers, long term care facilities and many other specific types of healthcare services. The division licenses, certifies and surveys healthcare facilities and services; provides patient safety and healthcare quality programs; recognizes emergency medical service (EMS) education programs; certifies EMS providers and licenses air and ground ambulance services operating within the state.
Summary of Position:
Serving in a senior leadership capacity this position formulates strategic forecasting and planning for organizational success by analyzing work stream flows, productivity, program growth and investment and division-wide budget allocations. Collectively, this position’s work in design strategy, systems, processes, guidelines, rules, and standards are mission-critical and directly impact the Division’s overall operation and programming.
This position oversees the Fiscal and Administrative Service Branch of the Division and works closely with all programs throughout the division to integrate data systems and evaluate service delivery, and complex funding allocations into a cohesive operational framework that supports timely, compliant, and responsive regulatory and programmatic services statewide. Provides executive consultation to improve operational success at all levels within the Division. Conducts research, tracking, and evaluation of programmatic processes, deliverables, and other related information; monitors performance measures among like-minded business practices, and formulates approaches and recommendations to problem-solve, enhance, improve, and/or expand the division’s business processes. This position responds to requests for information, questions, and concerns from leaders and executives with unbiased information and actionable recommendations, and provides essential consultative support for critical program and policy direction.

MINIMUM QUALIFICATIONS:
Ten (10) years of relevant experience in an occupation directly related to the work assigned to this position including proven examples of holding seasoned positions performing broad business financial management, capital strategy, strategic business strategy execution and end-to-end success, demonstrated skill in capability-based planning, demonstrated experience in strategic planning implementation with proven successes -
- Two (2) years of which must have included experience with public or business administration, establishing goals and objectives, as well as developing and managing a budget to achieve program goals and objectives.

A combination of related education such as a bachelor's degree AND a master's degree inn finance, advanced business management, strategic planning, corporate strategy and/or relevant experience in an occupation related to the work assigned equal to ten (10) years. An example would be six (6) years of experience in advanced business management, strategic planning, corporate strategy and two (2) years of which must have included experience with public or business administration, establishing goals and objectives, as well as developing and managing a budget to achieve program goals and objectives and a bachelor's degree in advanced business management, strategic planning, corporate strategy or relevant field to the position.
