Data Quality Specialist and Analyst

Job Description: You build and run the data quality framework the Stockpile is buying: profiling, cleansing, validation and monitoring across Oracle and the warehouse systems, so that an inventory number is trustworthy when an emergency reads it. Full time, W-2, based in Fairfax, Virginia with some telework, starting October 2026. Why this job exists SPN Solutions has won a new contract to operate and modernize the information systems behind the Strategic National Stockpile, part of HHS's Administration for Strategic Preparedness and Response (ASPR). The Stockpile holds the nation's reserve of medicines and medical supplies for public health emergencies. When a hurricane, an outbreak or another emergency calls for those supplies, the systems this team runs are how the country knows what it has, where it is and how fast it can move. The platform is Oracle E-Business Suite, and the program is moving it to Oracle Cloud while raising the quality of the inventory data and tightening the integration with the warehouse partners that hold the stock. You would join at the start, on a new team, with real work to own from the first week. Design and implement data quality rules, scorecards and monitoring in Oracle Enterprise Data Quality or a comparable tool; run the data quality gate on warehouse transactions. Reconcile discrepancies between Oracle and warehouse systems, find root causes, and drive corrections through the integration and functional teams. Support master data management and data governance: standards, stewardship workflows, reference data. Report data quality metrics to the program and the customer, and support audit and inventory count reconciliation evidence. Test data quality in releases and support the legacy-to-cloud migration validation. What you need 5 or more years in data quality management with expertise in data profiling, cleansing and validation. Experience with Oracle Enterprise Data Quality or a similar tool. Understanding of master data management principles and data governance frameworks. Strong SQL and clear analytical writing.
