Non-Federal work experience may be creditable for leave purposes Learn more about this agency This job is open to The public U.S. Citizens, Nationals or those who owe allegiance to the U.S. Duties Evaluate and monitor medical service contracts and maintains documentation of contractor performance in accordance with the Quality Assurance Surveillance Plan (QASP). Prepare, revise and maintain the Performance Work Statements (PWS), Statement of Work (SOW), QASP, independent government estimates, and other contract documents, ensuring the most current requirements are reflected. Coordinate a comprehensive plan to assure appropriate services are delivered in accordance with the contractual agreement. Initiate and submit contract discrepancy report (CDR) or corrective action report (CAR) to contractor for unacceptable performance. Conduct on-site evaluations in support of identified short or long range service and requirements. Utilize word processing software and printing equipment to create, copy, edit and print a variety of standardized documents. Requirements Conditions of employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. A Personnel Security Investigation is required. This position is a Testing Designated Position subject to pre-employment screening and random drug testing. Selectees will be required to consent to participation in random drug urinalysis testing. Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption. This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. Qualifications Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirements for Contract Officer Representative: Specialized Experience : One year of specialized experience which includes assisting in the administration of contracts, monitoring contractor performance, and utilizing automated systems to prepare contract documentation. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Contract Management, Procurement Financial Management, and Business Management.
