Position Status: Full-Time; Contingent Upon Contract Award Position Overview E-AIM is seeking experienced Contract Specialists to support the Contracting and Logistics Department at Portsmouth Naval Shipyard. These positions provide hands-on support throughout the federal acquisition lifecycle, from acquisition planning and market research through contract administration and closeout. We are particularly interested in candidates whose experience exceeds the minimum qualifications and who can independently prepare accurate, complete acquisition documents for government review. Key Responsibilities Review acquisition requirements, supporting documents, and sole-source justifications for completeness, accuracy, and regulatory compliance. Conduct market research and assist with acquisition strategies, contracting methods, competition approaches, risk assessments, milestone schedules, and independent government estimates. Prepare RFQs, RFPs, combined synopsis/solicitations, and appropriate terms and conditions. Support source selection planning, technical and price evaluations, evaluation documentation, and draft source selection decision memoranda. Perform cost and price analysis and support preparation of negotiation objectives and strategies. Analyze large pricing datasets using HLOOKUP, VLOOKUP, XLOOKUP, pivot tables, custom-formula conditional formatting, and complex nested Excel functions. Support development of fixed-price rates, cost-reimbursement projections, pricing adjustments, and tools used for invoice review. Prepare draft contract awards, task orders, delivery orders, COR designation letters, and related documentation. Prepare option exercises, contract modifications, and other post-award documents. Support contractor performance issue resolution and contract closeout. Maintain accurate acquisition files and procurement system records. Review work before submission to government contracting officers and comply with local procurement milestones and procedures. Share acquisition knowledge, lessons learned, and best practices with government and contractor personnel. Required Qualifications At least five years of government contracting experience , including commercial and noncommercial supplies and services, IDIQ contracts, and task orders or delivery orders. Bachelor’s degree ; a business degree is preferred. DAWIA Contracting Professional certification Level II or a government-accepted equivalent , such as FAC-C Professional. Applicants holding legacy DAWIA or FAC-C certifications should identify the certification level and award date. Expert knowledge of federal contracting laws, regulations, policies, precedents, and procedures sufficient to plan, lead, review, or audit complex procurement functions. Skill promoting e-commerce and supporting automated acquisition systems. Proficiency with Microsoft 365, including Excel, Word, and PowerPoint, and Adobe Acrobat. Advanced Excel skills, including lookup functions, pivot tables, custom conditional formatting, and complex nested formulas. Extensive proficiency and working experience with federal acquisition systems and tools, including: Contract-writing systems, such as ePS or SPS/PD2. FPDS-NG and SAM. GSA eBuy, GSA eLibrary, and GSA Advantage. PIEE applications, such as Clause Logic Service, Electronic Data Access, SPRS, and Government Furnished Property. Clear written and oral communication, strong analytical judgment, problem-solving skills, and the ability to work effectively under pressure. U.S. citizenship and the ability to obtain CAC/DBIDS credentials and required shipyard access. Availability to work full-time on-site in Kittery, Maine. Education and experience must each be satisfied; one cannot substitute for the other. A personnel security clearance is not required.
