LSU Health ShreveportThe Contract Specialist is a highly responsible and independent level administrative position for the Contracts and Immigration department. Under minimal supervision, incumbent performs highly specialized administrative/regulatory functions within the Contracts and Immigration department. The Contract Specialist plays a critical role in our ability to achieve our goals by creating and maintaining strong relationships with contractors and negotiating contracts. This position is responsible for contract close-out, extension and renewal, and communication of contractual changes to all stakeholders. The Contract Specialist will resolve any contract-related issues that come up, whether internally or externally, and partner with a variety of business support functions. Work to be performed in an academic environment with continual expectancy of accountability, accuracy and compliance with federal mandates/regulations. This position is supervised by the Assistant Director of Contracts and Immigration. Regular attendance is required to perform the functions of this position. Incumbent will maintain a customer-oriented awareness in acknowledging and responding to needs as they occur that customer satisfaction is met at all times. Essential Position Functions & Duties 95% Contracts Responsibility for the creation, drafting, and execution of all professional service, personal service, social service and consulting service contracts for the LSU Health Sciences Center in Shreveport which includes the School of Medicine, the Graduate School, and the School of Health Professions and Sciences. This also involves collaboration with the different agencies, attorneys, and institutions and interface with the faculty and staff of the different schools Responds to Contract Request Form (CRF) submissions from internal departments and ensures all contracts are drafted and executed promptly and correctly. Executes contracts in compliance with applicable procurement regulations, institutional policies, and legal requirements. Interface with architects and/or engineers regarding designer service agreements and preparation of same. Direct interface with the Office of State Procurement in Baton Rouge regarding contracts over $49,999 utilizing the ProAct state system. Responsibility for all Cooperative Endeavors and familiarity with the laws of the State of Louisiana which govern these agreements. Maintain records and logs of contracts as required by State statutes and regulations. Maintain records for correspondence and documentation in relation to established contracts and those in progress. Maintain evaluation forms on all contracts. Distribute copies of fully executed agreements and amendments as required. Partner with Chief Counsel for guidance on contract language and compliance with state laws. Mentor Contract Coordinators and provide guidance on regulatory interpretation of contract language. Serve as point of contact for contracts and program offices on contractual matters. Maintain and distribute contract monthly and quarterly reports. Compile and distribute current contract lists for LSUHSC-Shreveport, School of Health Professions and Sciences in Shreveport, and Ochsner LSU Health Physician Group (OLPG). Continually monitor contract activity in the SAl360/Compliance 360 system; work with other departments as needed with this system. Continues collaboration with Technology Transfer, Office of Sponsored Programs, and Export Controls to ensure contract compliance with institutional policies. Coordinates the collection of supporting documentation required for internal and state audits. 3% Office Management Serve as presenter regarding contracts to various committees or groups at the Health Sciences Center.
