DJS Financial Services, is seeking five experienced Contract Specialists to support federal acquisition activities in Kittery, Maine. Contract Specialists will work alongside Contracting Officers to support the full acquisition lifecycle, including acquisition planning, solicitation development, source selection, cost and price analysis, negotiations, contract awards, modifications, administration, and closeout. These positions are contingent upon contract award. The anticipated contract includes a one-year base period and a one-year option. Conduct market research and support acquisition planning for commercial and non-commercial supplies and services. Prepare procurement documents, solicitations, evaluation materials, and contract award packages. Support source selection activities, proposal evaluations, and contract negotiations. Conduct cost and price analysis and assist with Independent Government Estimates. Support IDIQ contracts, Blanket Purchase Agreements, Basic Ordering Agreements, and task and delivery orders. Prepare contract modifications and support contract administration and closeout. Apply FAR, DFARS, federal contracting laws, policies, and precedents to complex procurement actions. Maintain acquisition records and enter information into automated contract writing and e-commerce systems. Collaborate with Contracting Officers, program staff, and technical personnel. Required Qualifications At least five years of government contracting experience that includes commercial supplies and services, non-commercial supplies and services, IDIQ contracts, and task and delivery orders. A conferred bachelor’s degree in any field. A current certification in one of the following: DAWIA Contracting Professional. Legacy DAWIA Contracting Level II or III. FAC-C Professional under the new criteria. FAC-C-DoD. Legacy FAC-C Level II or III. Expert knowledge of federal contracting laws, FAR/DFARS, policies, and precedents sufficient to plan, lead, review, or audit complex procurements. Demonstrated experience with complex acquisitions, such as negotiated procurements, source selections, cost-type contracts, or large IDIQ contracts. Experience using automated acquisition and e-commerce systems, including a contract writing system such as ePS, SPS/PD2, or PRISM, and PIEE. Proficiency in Microsoft 365. All required qualifications must be clearly documented on the applicant’s resume. Preferred Qualifications Seven or more years of government contracting experience. Current or prior contracting warrant. Legacy DAWIA or FAC-C Level III certification. Bachelor’s degree in a business-related field. Navy, NAVSEA, shipyard, or ship maintenance and repair acquisition experience. Experience with ePS, SPS/PD2, FPDS-NG, SAM, GSA eBuy, GSA eLibrary, GSA Advantage, and Adobe Acrobat. Experience with PIEE applications, including Clause Logic, EDA, SPRS, and GFP. Advanced Excel skills, including lookup functions, pivot tables, conditional formatting with custom formulas, and nested functions. Experience preparing Independent Government Estimates and price analyses. Experience training or mentoring others. Residence within commuting distance of Kittery, Maine. Security and Site Requirements U.S. citizenship is required due to potential access to Naval Nuclear Propulsion Information. Candidates must currently hold an active Secret or higher security clearance, subject to confirmation of the Government’s final clearance requirement. Clearance status will be verified in DISS. Interim clearances or lapsed eligibility require additional review. Ability to obtain and maintain required shipyard access credentials, including CAC/DBIDS, as applicable. Ability to provide two forms of identification for site access, including one establishing U.S. citizenship.
