Purely WorksContracts Administrator Location: Seattle, WA / Field as required Employment Type: Full-Time Experience: 5–7 years for Grade 1; 7+ years for Grade 2 Education: Bachelor’s degree or 5+ years of relevant experience in lieu of degree Position Summary We are seeking a Contracts Administrator to support and manage the procurement and contracting process for a major public transportation project. The successful candidate will be responsible for coordinating the procurement process from solicitation development through contract execution, working closely with procurement, legal, project, and stakeholder teams. Key Responsibilities Develop and manage procurement schedules and related procurement activities. Prepare and support development of vendor solicitations and procurement documentation. Coordinate advertisement and solicitation release activities. Organize and facilitate pre-submittal/bid meetings and project site visits. Establish and manage evaluation processes and coordinate proposal evaluations. Support vendor selection and negotiations in coordination with procurement and legal teams. Coordinate contract award and contract execution activities. Maintain accurate procurement and contract records throughout the process. Coordinate with internal project teams, procurement staff, legal counsel, and external stakeholders. Ensure procurement activities follow applicable public-sector contracting requirements and project procedures. Support best-value procurement and negotiated contracting processes as applicable. Required Qualifications Bachelor’s degree in business, procurement, contract management, public administration, or a related field; or 5+ years of relevant experience in lieu of a degree. Grade 1: Typically 0–7 years of relevant experience. Grade 2: Typically 7+ years of relevant experience, preferably including federal contracting experience. Experience managing or supporting procurement and contracting activities from solicitation through award. Strong organizational, analytical, communication, and negotiation skills. Ability to coordinate multiple procurement activities and deadlines simultaneously. Preferred Qualifications Experience with public agency procurement. Experience with large equipment, technology, infrastructure, or transportation procurements. Experience with federally funded projects. Knowledge of RFPs, solicitations, best-value procurement, and negotiated contracts. Familiarity with FTA procurement requirements is a plus. Professional certifications such as CPCM™, CFCM™, CCCM, CCMA, CPPO, CPPB, or NIGP-CPP are preferred but not required. Ideal Candidate The ideal candidate has experience running or supporting owner-side/public-sector procurements from start to finish, particularly complex equipment or technology RFPs. Candidates whose experience is primarily limited to contractor-side subcontract administration, change orders, or construction contracts may not be the best fit.
