Construction Inspection Manager-Transportation
Cherokee County Board of CommissionersThis position is responsible for ensuring that contracted transportation construction projects in Cherokee County are delivered as specified by the county in a safe, timely and cost-effective manner. This position is primarily responsible for post-bid construction activities including (but not limited to) project inspection, utility coordination, contract administration, payment processing, reporting, regulatory compliance, community outreach, and claims management. The position is performed under a high degree of autonomy and reports to the SPLOST/Roadway Program Director. ESSENTIAL JOB FUNCTIONS Oversees and directs transportation constructions projects from bid to final acceptance. Supervises construction inspector staff, including selecting or recommending selection, training, assigning and evaluating work, counseling, disciplining, and terminating or recommending termination. Studies and reviews plans, standards, special provisions and other pertinent information to obtain comprehensive understanding of all aspects of assigned transportation projects Identifies and resolves problems arising during the construction of county transportation construction projects. Informs SPLOST Roadway Program Director of any serious problems occurring on county transportation construction projects. Conducts on-site visits and field inspections to ascertain adequate progress towards project completion, State water issues and erosion or drainage problems, punch list items and final acceptance. Monitors construction materials used to ensure that they meet specified quality standards. Ensures that any deficiencies in the work or materials are noted as they occur and pursues corrective action as required by the contract documents. Reviews and records daily work reports from construction inspectors to track the activities of the contractor, equipment used and corrective actions issued. Measures, collects and records the pay quantities for each pay item. Makes the necessary calculations for entering the data onto the Construction Reports and files data for future reference. Reviews all data gathered or generated by the contractor and checks for accuracy against the plans. Notes any changes from the project plans on the “As Built” project plans. Serves as the primary escalation contact for inspection personnel and the general public in resolving daily operational problems and complaints related to construction activities. Develops and implements departmental policies, procedures, forms and documents in accordance with County standards and policy; ensures compliance by staff with policy andprocedures and interprets policy for staff as required. Leads field visits with county staff, design consultants and utility providers for the purposes of reducing delivery risks and ensuring constructability of projects in the preconstruction phase. Leads preconstruction meetings with contractor after the notice to proceed is issued to ensure contractor understanding of project and county expectations. Confers with contractor representative in an effort to avoid construction problems. Negotiates contract modifications and cost estimates for change orders, amendments and extra work. Provides necessary documentation for change orders and/or amendments to SPLOST/Roadway Program Director for approvals. Coordinates closely with preconstruction engineer to assemble and transmit bid packages to the County Procurement Officer for advertisement. Provides assistance to planners, engineers, surveyors and developers regarding County and State regulations in person, by telephone and via written correspondence. Communicates with contractors, developers, engineers, and the public in resolving erosion or drainage complaints, or road problems. Handles post-bid utility coordination tasks and assists county staff and consultant design engineers with preconstruction utility coordination as needed.
