JOB DESCRIPTION

 

The position of Assistant Director of Transportation – Fleet & Maintenance Operations entails keeping the district’s cars, buses, and other vehicles in operating order and in Washington State Patrol compliance. Responsibilities include mechanic recruitment, selection, training, monitoring, supervising, and evaluating. The employee shall facilitate good working relationships among all transportation staff.

CONDITIONS OF EMPLOYMENT

 

  1. High school diploma or equivalent.
  2. Five years’ experience as a journey level automotive diesel mechanic in an automobile/truck or bus maintenance facility.
  3. Must present transcripts of highest level of education within thirty (30) days of hire, if applicable.
  4. Must have a valid Washington driver’s license and personal transportation covered with a current insurance policy.
  5. Must provide a Driver Abstract, indicating a clean driving record.
  6. Valid Washington State Commercial Driver’s License (CDL) or ability to obtain one within ninety (90) days. This includes CDL Class B with P and S endorsements, and brake restriction removed.
  7. Must obtain school bus authorization from OSPI.
  8. Possess or be willing to receive First Aid/CPR training and certification.
  9. Must be able to meet the Physical Demands of the position.
  10. Must be able to perform the essential functions of the position with or without reasonable accommodation.
  11. Completion of Safe Schools Web Based Training within thirty (30) days of hire and yearly thereafter.
  12. Must pass a background check, which includes employee paid fingerprinting.

  2. Demonstrated ability to perform mathematical functions in order to evaluate budget, order parts and participate in bids.
  3. Skill in effective training techniques.
  4. Knowledge of safety standards, laws, codes, rules, regulations and specifications related to school buses and all other types of vehicle equipment. Evidence of ability to assess and correct issues involving safety.
  5. Evidence of ability to maintain accurate records.

QUALIFICATIONS PREFERRED

 

  1. Knowledge of electronic scan tools for auto and bus troubleshooting.
  2. Troubleshooting skills with laptop, using manufacturer’s software versions.
  3. Certified in A/C repair and handling of Freon (or get within 90 days).
  4. Familiar with Dossier maintenance software program.
  5. Oversee WSP inspections on school buses and district vehicles.

 

ESSENTIAL DUTIES AND RESONSIBILITIES

 

  1. Manage a preventative maintenance program on all vehicles to assure high standards of safety and to keep all vehicles in top operating condition. Manage, train and work with shop personnel in diagnosing malfunctions, determining repairs, service, and maintenance requirements, and repairing or adjusting equipment for proper operation.
  2. Oversee drug and alcohol testing requirements as required under Department of Transportation regulations.
  3. Perform winter weather road checks.
  4. Participate in bargaining and labor management.
  5. Pull video footage from busses and hard drives.
  6. Manage and work with shop personnel in welding operations, brake and electrical systems, overhaul and rebuild of diesel and gasoline engines, hydraulic motors, transmissions, differentials and other components, assemblies, and systems.
  7. Develop and monitor the vehicle maintenance budget in conjunction with the Director of Transportation.
  8. Oversee Tri-Tech Skills Center interns working on motor pool.
  9. Demonstrate and expect professional working environment.
  10. Oversee WSP inspections on school buses and work with Director of Transportation when buses will not be presented 40 days prior to summer inspection. Understand and execute state bus and district vehicle inspection criteria. Ability to maintain fleet to meet the annual required state patrol inspections.
  11. Utilize credit card purchasing (P-card) from invoicing through final statement.
  12. Order and oversee parts, materials and supplies required for proper maintenance of uses, related equipment and shop facilities. Meet with vendors via appointments.
  13. Coordinate maintenance activities with transportation operations to ensure that the bus fleet is always ready to meet operational needs. Coordinate mechanics and bus replacements during breakdowns.
  14. Provide training to bus drivers on how to chain busses during winter months.
  15. Coordinate with Director of Transportation when purchasing and surplusing buses.
  16. Manage software updates and renewals for troubleshooting of software relating to the Transportation Department.
  17. Act as primary contact for all state and federal regulations regarding District vehicle fleet.
  18. Prioritize and process repair orders, assign work, inspect and verify completed work. Control parts inventory and accounting. Maintain adequate and accurate inventory, working with the transportation secretary.
  19. Manage bid process and purchases by meeting necessary specifications for motor pool fleet and/or including fuel management.
  20. Evaluate needs and recommend purchase of new or replacement shop equipment, machines, tools, and related items. Develop shop policies and procedures. Coordinate surplus of old parts/equipment as necessary.
  21. Promote high standards of safety and good housekeeping methods in all work connected areas and provide safety training annually. Maintain MSDS information. Review safety and maintenance records and make recommendations for changes that improve safety performance and economy of operation.
  22. Assist in the recruitment, screening, and training of mechanic personnel. Provide performance evaluation and recommend disciplinary action for vehicle maintenance personnel.
  23. Track absence forms of mechanic shop personnel.
  24. Review with Director of Transportation repairs that may be driver related.
  25. Arrange for bids from local commercial shops for repairs which exceed the capability of the district garage. Assist in evaluating bids and recommend awards to the lowest bidder who will best serve the needs of the district.
  26. Develop personal and shop objectives annually.
  27. Drive as a substitute bus driver when needed.
  28. Maintain effective communications among shop personnel and between the shop and the transportation operations personnel.
  29. Assume full responsibility for vehicle maintenance activities during the absence of the Director of Transportation.
  30. Oversees Transportation Safety Committee.
  31. Assign busses for all trips, including nights and weekends.
  32. Be on call (rotation) after hours and on weekends to answer questions from drivers and other districts regarding bus issues.
  33. Perform other duties as assigned.
  34. Performs all duties of the position within the scope of Kennewick School District policies and procedures, including regular attendance and punctuality.
  35. Read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals; the ability to write routine reports and correspondence.
