City of New OrleansRole Description The Chief Procurement Officer is a full-time, on-site leadership role based in New Orleans, LA, responsible for overseeing all procurement activities for the City. This position manages the development and implementation of procurement policies, procedures, and best practices to ensure transparent, compliant, and cost-effective sourcing of goods and services. Day-to-day responsibilities include directing supply management operations, leading competitive bidding processes, and ensuring adherence to applicable laws, regulations, and municipal guidelines. The Chief Procurement Officer collaborates closely with city departments to understand operational needs, optimize supply chain performance, and drive strategic purchasing initiatives that support budgetary and service goals. The role also involves supervising procurement staff, monitoring vendor performance, mitigating risk, and using data and technology to improve efficiency and accountability. Qualifications Demonstrated expertise in Procurement and Supply Management, including strategic sourcing, vendor selection, and purchasing governance. Proven experience leading public sector or large organizational procurement functions, preferably in a government or municipal environment. Excellent analytical, financial, and data interpretation skills to evaluate proposals, budgets, and cost-saving opportunities. Effective leadership and people management capabilities, including team development, performance coaching, and cross-department collaboration. Strong written and verbal communication skills, with the ability to present complex information clearly to diverse stakeholders. Bachelor’s degree in Business, Public Administration, Supply Chain, Finance, or a related field; advanced degree or professional procurement certification (e.g., CPP, CPPO, CPSM) is preferred.
