Position purpose Reporting to the Chief Information Officer, the incumbent is responsible for administrative, financial management, and leading multifunctional support divisions such as: administration, facilities management, human resources, office services, and procurement. The incumbent provides strategic and operational leadership in the planning, development and implementation of activities such as budgetary planning and control, financial strategies, and human, material and information systems resource management. In this role, your responsibilities will include: Define large complex budgets and manage the financial analysis to provision management decisions relating to short and long-term service delivery, as well as the University-wide IT strategic initiatives. Formulate financial forecasts and analyze the department spending to identify areas in which reductions can be made. Control the risk management; analyze cash flow, cost controls, and expenses including analyzing financial statements to pinpoint potential weak areas. Provide strategically aligned financial/risk management and resource prioritization advice to the Chief Information Officer, Deputy Chief Information Officer, Directors and other high-level management teams within the University Community. Establish in partnership with the CIO and Deputy CIO the strategic vision including: fostering and cultivating stakeholder relationships, supporting the development of these relationships and negotiation of contracts both internal and external. Oversee two labour organizations within IT: PIPSC and SSUO. Collaborate and influence on the negotiating team for PIPSC committee, consisting of 10 members. Review conflict resolution procedures and interpretation of definitions in the collective agreement with the executive team. Collaborates with Human Resources Labour Relations to clarify amendments and communicate changes to staff. Deliver strategically aligned and holistic human resource management on all matters that have legal, audit compliance, labour relations, health and safety, training and development, recruitment and retention and program implications to strengthen decision-making processes. Collaborate with the Chief Information Officer to develop and establish HR policies, programs and objectives for the organization including: on-boarding, performance management, career pathing, succession planning, training and development.
