The position would be housed within the USCG Licensing Office, reporting to the Director of MET, with Cadet Shipping as its primary portfolio while also supporting licensing and credentialing activities as needed. This integrated approach provides clear ownership of Cadet Shipping while adding capacity, cross-training, and continuity to the broader Licensing operation. Primary Responsibilities The Coordinator would manage the Cadet Shipping/Cadet Observer process from preparation through completion, with responsibilities including: Develop and maintain relationships with commercial shipping companies, vessel operators, labor organizations, government agencies, and other maritime partners to identify and expand cadet billets and observer opportunities. Coordinate available billets and match qualified deck and engine cadets with appropriate commercial vessels. Manage student applications, eligibility review, selection, placement, pre-departure requirements, and post-shipping documentation. Verify that cadets have appropriate MMCs, TWICs, medical certificates, passports, drug-testing documentations documentation, and other required credentials before assignment. Coordinate with Licensing, academic departments, and the Regiment of Cadets to verify student eligibility. Serve as a primary College contact for students and employers before and during commercial assignments, including coordination when safety, medical, conduct, travel, or placement issues arise. Track sea service and ensure that discharge certificates, sea-service letters, and other required documentation are obtained and incorporated into students' licensing records. Conduct pre-shipping orientation addressing safety, professional expectations, shipboard conduct, reporting requirements, and required documentation. Maintain accurate records of employers, vessels, assignments, sea days, student completion, and available billets. Develop sustained industry relationships that strengthen both cadet opportunities and pathways to employment following graduation. Integration with Licensing and Credentialing The position would be a member of the USCG Licensing Office, rather than an independent Cadet Shipping operation. During periods when Cadet Shipping activity is less intensive, the Coordinator would provide additional capacity for licensing and credentialing functions, including: Assisting students with MMC applications and renewals and associated USCG documentation. Reviewing licensing and credentialing records for completeness. Tracking MMC, medical certificate, TWIC, and related credential requirements. Maintaining and verifying student sea-service records. Assisting with STCW, drug-testing, and sea-service documentation. Advising students regarding credential deficiencies and licensing requirements. Supporting preparation and review of student licensing files and other Licensing Office priorities. The arrangement would work in both directions. Existing Licensing staff could assist with credential verification and documentation during periods of intensive Cadet Shipping activity, while the Coordinator could support broader licensing operations during other periods. This cross-training is particularly important in an office responsible for highly specialized federal requirements.
