Represent the State of Wyoming as a buyer of distilled spirits and wine products procured for resale to licensed retailers.

ESSENTIAL FUNCTIONS:  The listed functions are illustrative only and are not intended to describe every function that may be performed at the job level. 


  • Study and compare sales histories, projected sales totals, special purchase allowances, and current sales trends to make product buying decisions to maintain a 45-day inventory.
  • Ensures compliance with applicable federal and/or state laws, regulations, and/or agency rules, standards, guidelines, etc.
  • Create purchase orders for both listed and specially ordered products.
  • Coordinates and/or acts as a liaison between the agency or work unit and other agencies, work units, organizations, suppliers, etc.
  • Create sales orders for special orders.
  • Gathers data, prepares reports, or summarizes information.
  • Reviews documents and reconciles discrepancies; makes needed adjustments.
  • Maintains business relationships to foster a positive customer service experience.
  • Maintains acceptable inventory levels, keeping out-of-stock and overstocking products to a minimum.     
  • Other duties as assigned.

Qualifications


KNOWLEDGE:  

 

  • Knowledge of purchasing system software.
  • Knowledge of governmental purchasing laws and codes, contract preparation and development, purchasing methods and procedures, life-cycle costing principles, value analysis, and weighted-value methodology as used in evaluating purchasing bids and RFPs.
  • Knowledge of procurement and/or administration of contracts, grants, loans, or similar agreements.
  • Knowledge of economic and market conditions.
  • Knowledge of research methods, techniques, and/or sources of information.
  • Knowledge of product lines and merchandise pricing techniques.
  • Knowledge of bid, quote, and award procedures.
  • Knowledge of principles, theories, and practices of purchasing goods and services.


MINIMUM QUALIFICATIONS:
 

Education:
Bachelor's Degree (typically in Finance)
 
Experience:
0-3 years of progressive work experience (typically in Purchasing or Inventory) with acquired knowledge at the level of an Associate Buyer
 
OR
 
Education & Experience Substitution:
4-6 years of progressive work experience (typically in Purchasing or Inventory) with acquired knowledge at the level of an Associate Buyer

None
