Business Analyst/Business Process Modeler (Remote)
GovCIOOverview: GovCIO is currently hiring a Business Analyst/Business Process Modeler to support the Department of Veteran Affairs (VA) Office of Information and Technology (OIT). They will be a part of the implementation, integration, testing, deployment, and sustainment of an enterprise-class financial and acquisition management system, known as the VA Integrated PPBE and Procurement System (VIPPS) solution. This individual will help translate business needs and existing processes into future-state workflows and implementation-ready requirements for the OneStream platform. This role is a fully remote position within the United States with core hours of operation from Monday to Friday, 8 AM to 5 PM ET. Responsibilities: Lead business analysis efforts to translate business needs and existing processes into future-state workflows and implementation-ready requirements for the OneStream platform. Collaborate with stakeholders, subject matter experts, and technical teams to elicit, document, and validate business requirements and process models. Facilitate stakeholder workshops, storyboarding sessions, and requirements gathering activities to define user stories, acceptance criteria, and business rules. Develop and maintain business process models using BPMN, ensuring alignment with organizational goals and Federal requirements. Analyze current-state and future-state business processes, identifying opportunities for improvement and recommending solutions that leverage platform capabilities. Support the implementation, integration, testing, deployment, and sustainment of the VIPPS solution by providing clear, actionable requirements and process documentation. Ensure requirements and process designs adhere to Agile practices and are compatible with SaaS or configurable enterprise platforms. Document and communicate business analysis findings, process models, and requirements to project teams and stakeholders. Contribute to continuous improvement of business analysis and process modeling methodologies within the project. Ensure all activities comply with Suitability/Public Trust clearance requirements. Qualifications: Required Skills and Experience Bachelor’s degree in Business, Information Systems, Computer Science, Finance, or a related field, or an equivalent combination of education and relevant professional experience. 7+ years of relevant experience performing business analysis, requirements development, and/or business process analysis and modeling, including experience supporting Federal Government programs. Prior experience performing requirements analysis and business process modeling in a Federal environment. Experience in requirements elicitation, stakeholder workshops, storyboarding, journey mapping, user stories, acceptance criteria, business rules, and current- and future-state process modeling. Demonstrated experience developing business process models using BPMN is expected. Strong working knowledge of BPMN and Agile practices. Understand how to design processes that leverage platform capabilities rather than assume a custom-development approach. Ability to learn quickly. Experience in budgeting (commitments, obligations, tracking expenditures, etc.). Clearance Required: Ability to obtain and maintain a Suitability/Public Trust clearance Preferred Skills and Experience Experience supporting SaaS or other configurable enterprise platforms is strongly preferred. Experience with Federal financial management, budgeting, PPBE, acquisition, or related financial processes is preferred but not required. Prior OneStream experience is beneficial but not required. Posted Salary Range: USD $85,000.00 - USD $95,000.00 /Yr.
