This is position is located in the Bureau of Quality, Richland County.

Are you the One?  We are looking for a Program Manager I, who under supervision of the Part C Director, the Statewide Operations Manager, will be primarily responsible for overseeing key operational functions that support compliance, accountability, and service quality across the Part C program. This includes the management of federal reporting, general supervision activities, provider oversight, claims processing, and quality assurance. The position provides leadership, supervision, and strategic support to a team of Claims, Data, Provider, and Quality Specialists to ensure efficient operations and continuous program improvement.

  • Oversees all aspects of provider relations for the BabyNet Part C Part C program, including provider enrollment and disenrollment, agreement oversight, recruitment, monitoring, and compliance. Supervises staff to ensure providers meet program standards and regulatory requirements, conducts audits and investigations, resolves complaints, supports billing and payment processes, and serves as the primary liaison between providers, internal teams, and statewide stakeholders.
  • Performs fundamental supervisory and leadership functions in accordance with Department policies and procedures, best practices and Federal and State rules and regulations, especially with regard to Equal Employment Opportunity Commission (EEOC) standards. Maintains an effective organizational team and motivates diverse staff to accomplish mission critical operations and objectives. Promotes workforce engagement and a safe, professional, and productive work environment for all employees.
  • Serves as the lead subject matter expert for all program-level activities related to the Part C data system. Provides strategic oversight and technical guidance to ensure the system meets programmatic, regulatory, and user needs. Leads the identification and analysis of system enhancement opportunities, including assessing provider requirements and areas for system upgrades. Supports ongoing data system operations, including maintenance, enhancement planning, requirements gathering, development, and testing. Contributes to the design, implementation, and evaluation of comprehensive training plans to support effective system use by internal staff and external providers.
  • Prepares required annual reports to be submitted to the Office of Special Education Programs (OSEP) at the US Department of Education. This includes the State Performance Plan/Annual Performance Report (SPP/APR) and all Section 618 Data reports.
  • Attends meetings and conferences at the request of the Part C Director. Assists the Part C Director with contract and fiscal/budget management, as needed.

Minimum and Additional Requirements

A bachelor's degree in public administration, education, early intervention, early childhood, psychology, special education or related field and a minimum of five (5) years of in social service programs, business administration, general administrative management or relevant program experience.

Additional Requirements:

  • Occasional overnight travel.

Preferred Qualifications

  • Knowledge of the agency's mission, programs and objectives. 
  • Extensive knowledge of IDEA Part C Regulations, BabyNet Policies and Procedures, BabyNet Systems of Payment,  and the overall operations of the BabyNet program.
