The position is located in Sells, AZ. Position Summary: Under general direction, assists in accomplishing the strategic objectives of the Water Resources Department by planning, organizing, directing, and coordinating the administrative and operational functions; ensures the efficient and effective delivery of direct and indirect services provided by the Water Resources Department. The major work activities are generally undefined except in terms of achieving overall organization/department goals. Specific policies, procedures and guidelines are virtually nonexistent except for executive directives and accepted professional standards. Essential Duties and Responsibilities: Improves staff effectiveness by coaching, counseling, training and recommending disciplinary action for employees; planning, delegating, monitoring, and appraising job tasks and results in a timely manner. Establishes objectives, goals and supporting programs with program managers/administrators, such as an Emergency Water Remediation Plan to protect water quality and quantity. Achieves financial objectives by monitoring the accounting, procurement and contracting functions in accordance with regulations and requirements. Assists in implementing a Nation-wide management and protection plan and Code for the water resources of the Nation, not part of the Southern Arizona Water Rights Settlement Act (SAWRSA). Assists in preparing plans and establishing programs for the development, management, conservation, protection and use of SAWRSA water. Directs activities of the Water Resources Department to coordinate functions of the programs to include but not limited to data collection, water sampling, research and investigations into all aspects of water quality, quantity, availability and use. Develops policies and procedures under the direction of the Director to promote effective operation and sound fiscal management of the department. Serves as representative of the Water Resources Department in dealing with other government units and outside agencies. Administers and monitors the human resources and safety functions for the department; plans, coordinates and directs training and development programs for the department personnel. Develops work programs to meet the Nation's needs and evaluates the level of services. Coordinates the evaluation and reporting activities of the various programs within the department and provides summary data as called upon by the Director. Performs other job-related duties as assigned and contributes to a team effort. Knowledge, Skills, and Abilities: Knowledge of the Tohono O'odham culture, customs, and traditions. Knowledge of applicable federal, state, tribal laws, regulations and requirements. Knowledge of organizational development, program management, human resources management and effective evaluation techniques. Knowledge of department organization, functions, objectives, policies and procedures. Knowledge of the principles of environmental conservation and management as related to water resources. Skill in operating various word-processing, spreadsheet, and database software programs. Skill in supervising, training and evaluating assigned staff. Skill in preparing and delivering oral and written reports. Skill in providing superior customer service for both internal and external customers. Ability to interpret and apply Title III of Public Law 97-293, section 303 (b) (1) – The Southern Arizona Water Rights Settlement Act of 1982 and the 638 Indian Self-Determination contract agreement or other appropriate regulations. Ability to establish and maintain positive and effective working relationships with other employees and the general public. Ability to travel when called upon to further the department's objectives.
