ABOUT THIS JOB

Position Specific Description

The Water Operations Superintendent position at the City of Tucson’s Water Department, Water Quality & Operations Division is responsible for overseeing 24/7, 365-day water system treatment and operations (Potable & Reclaim). This position monitors ongoing programs, manages resources, and ensures compliance with regulatory standards while promoting efficiency, safety, and high service quality. The Water Operations Superintendent works closely with internal and external personnel and is essential for providing feedback on project designs, project work schedules, operational strategies, and water system needs.

Work is performed under the direct supervision of the Water Quality & Operations, Water Administrator. This position exercises supervision over Water Operations & Water Treatment division personnel.

Duties and Responsibilities

  • Oversees the operation and maintenance of water system equipment and facilities, ensuring assets are functioning safely and efficiently. Coordinates the activities of assigned supervisory personnel and their respective projects to align with department objectives. Supports the implementation of the department’s vision by guiding section initiatives and aligning them with organizational goals.
  • Develops and manages the section’s budget in collaboration with staff; monitors expenditures and resource allocation to ensure fiscal responsibility. Analyzes organizational and community needs, reviews performance data and trends, and communicates critical insights and potential developments to department leadership.
  • Develops and maintains strategic partnerships and contacts with community representatives, external agencies, and other organizations to address relevant issues facing our community and responds as a representative of the City.
  • Manages, trains, and evaluates staff; assigns duties and ensures safe, efficient and effective performance. Participates in interviews and hiring process. Handles disciplinary actions, grievance investigations, and conflict resolution.
  • Utilizes Computerized Maintenance Management System (CMMS) to monitor workflows, track maintenance activities, and ensure operational benchmarks are achieved.
  • Performs all other duties and tasks assigned.

MINIMUM QUALIFICATIONS

Education
Bachelor’s degree

Experience
Five (5) years of directly related experience.

Certifications
A valid and unrestricted driver’s license with two (2) years of licensed driving is required

Preferred Qualifications
Three (3) Years of supervisor/manager level experience in the water industry or related field
Advanced skills utilizing MS suite of programs, CMMS and mapping software.
Experience with budget development, planning, and resource management.
Experience in water quality standards, Water Treatment protocols and best practices, and compliance with federal and state regulations.
