Anaheim Public Utilities (APU) is seeking a forward-thinking Utilities Warehouse and Logistics Manager (Inventory & Facilities Manager) to lead procurement activities for Orange County’s only municipal utility providing both electricity and water services. This hands-on leadership role combines strategic decision-making with active involvement in securing critical utility resources while guiding procurement and warehouse staff who support operational and capital equipment needs. The successful candidate will bring strategic insight, strong communication skills, and the ability to analyze data and market dynamics to drive efficiency and keep APU resilient and well-positioned to meet the needs of customers well into the future.

The Utilities Warehouse and Logistics Manager will provide vision and direction while overseeing procurement staff and a warehouse team responsible for managing inventory, receiving, issuing, and staging equipment, and supporting field crews during callouts and other events. This position will work closely with key suppliers to strengthen procurement processes, improve inventory forecasting, and ensure timely delivery of materials and equipment. Collaboration with engineers, field and project managers, and senior management will be essential to anticipate and plan for long-lead items that are critical to the success of high-profile capital projects. The Utilities Inventory & Facilities Manager will be actively working with various internal and external stakeholders, reviewing procurement and warehouse processes, analyzing data and business intelligence, evaluating market dynamics including material availability and pricing, making informed decisions that drive performance outcomes, and presenting actionable insights and metrics to senior and executive management.

The ideal candidate is a strategic leader who inspires positive change, leads a warehouse team through providing direction, accountability, and support, and possesses procurement-related knowledge and experience in multiple areas such as strategic sourcing, inventory management and forecasting, RFx development, and contract negotiations. A bachelor’s degree, sharp analytical and problem-solving skills, strong interpersonal communications skills, and utility industry experience – ideally with an electric utility – is highly desired.

Essential Functions

  • Provide leadership and oversight of procurement activities, including development and review of purchasing requisitions, RFPs, contractual agreements, and vendor negotiations to secure materials, equipment, and services in support of utility operations and capital projects.
  • Collaborate with engineers, project managers, field supervisors, and senior management to forecast material and equipment needs, anticipate long-lead items, and develop strategies to ensure timely delivery of critical resources.
  • Develop and maintain strong working relationships with key suppliers and contractors to improve forecasting accuracy, production scheduling, and supply chain reliability.
  • Review and analyze supply chain data and industry trends to identify risks, recommend solutions, and drive continuous improvement in procurement and warehousing processes.
  • Coordinate the organization, staffing, and operational activities for utility warehouse functions including shipping and receiving, inventory control, storage and handling of supplies, materials and equipment; participate in the development of specifications for the purchase of equipment.
  • Participate in the development and implementation of goals, objectives, policies, and priorities; recommend and implement resulting policies and procedures.
  • Participate in the selection and testing of new work management, inventory, and financial systems; recommend the purchase of systems and participates in the implementation and testing of new systems.
  • Identify opportunities for improving service delivery methods and procedures; identify resource needs; review with appropriate management staff; implement improvements.
  • Direct, coordinate, and review the work plan for warehouse and yard services and activities; assign work activities and projects; monitor work flow; review and evaluate work products, methods, and procedures; meet with staff to identify and resolve problems.
  • Participate in the selection of warehouse personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.
  • Participate in the development and administration of the warehouse budget; forecast funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; recommend adjustments as necessary.
  • Review Public Utility Department supply requirements and order materials and tools to maintain adequate supply levels; review work orders for materials needs and job scheduling.
  • Ensure inventory accuracy levels are maintained; ensure the quality and timeliness of warehouse deliveries, receipt of shipments, and payments to vendors.
  • Review and evaluate bids from vendors; lead or support the development of procurement packages, recommendations for purchase, and contract administration activities.
  • Review current and completed work of utility warehouse and yard employees to ensure high productivity and efficiency; ensure that appropriate quality standards are maintained; establish safety procedures and guidelines for accident prevention.
  • Supervise and monitor inventory control systems; store and dispose of surplus materials and supplies; reconcile inventory discrepancies.
  • Support preparation of specifications for the acquisition of new equipment and/or facility operational functions.
  • Participate on committees as needed; prepare and present staff reports and other correspondence as appropriate and necessary.
  • Coordinate warehouse and yard activities with those of other divisions and outside agencies and organizations; collaborate and coordinate the maintenance and security of the utilities yard and warehouse.
  • Attend and participate in professional group meetings; maintain awareness of new trends and developments in the field of purchasing; incorporate new developments as appropriate into programs.
  • Perform related duties as required.

Qualifications

Experience and Education: Five (5) years of responsible supply chain management experience that may include strategic sourcing, SKU management and forecasting, warehouse management, and inventory control including one year of administrative and/or lead supervisory experience supplemented by completion of the twelfth grade and specialized training in accounting, business, or a related field. An equivalent combination of experience and education sufficient to perform the essential job functions and provide the required knowledge and abilities is qualifying.

Knowledge of: Operational characteristics, services, and activities of an electric and water utility warehouse; modern and complex principles and practices of inventory control including computer control systems; methods of shipping and receiving; equipment, materials and tools used in utility operations; standards inventory control measures; accounting principles; principles of municipal budget preparation and control; principles of supervision, training, and performance evaluation; principles and procedures of record keeping; principles of business letter writing and report preparation; office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases; pertinent federal, state, and local laws, codes, and regulations.

Ability to: Coordinate and direct electric and water utility warehouse; supervise, direct, and coordinate the work of lower level staff; select, supervise, train, and evaluate staff; recommend and implement goals, objectives, policies and procedures for providing warehouse operations to a public water and electric utility; understand the organization and operation of the department and of outside agencies as necessary to assume assigned responsibilities; prepare test scenarios and evaluate outcomes on new programs and systems; accurately audit inventory and solve discrepancies; understand, interpret, and apply general and specific administrative and departmental policies and procedures as well as applicable federal, state, and local policies, laws, and regulations; participate in the preparation and administration of assigned budgets; plan and organize work to meet changing priorities and deadlines; effectively represent the division to outside individuals and agencies to accomplish the goals and objectives of the unit; work cooperatively with other departments, City officials, and outside agencies; respond tactfully, clearly, concisely, and appropriately to inquiries from the public, City staff, or other agencies on sensitive issues in area of responsibility; interpret and explain warehouse policies and procedures; prepare clear and concise reports; communicate clearly and concisely, both orally and in writing; and establish and maintain effective working relationships with those contacted in the course of work.

License/Certification Required: Possession of an appropriate, valid driver’s license.
