Nature of Work

The Transportation Procurement Specialist Senior in this position will report to the Procurement Division in Kanawha County. The selected employee performs advanced-level purchasing of various goods and services used in WVDOT operations. This position will interpret and apply policies and procedures established by the Purchasing Division and the Auditor’s Office. May be required to monitor inventory and/or fixed assets, follow surplus property procedures for the disposition of fixed assets. Work includes reviewing requisition specifications, administering the competitive bid process, reviewing bids, and awarding purchase orders to the appropriate responsible bidder, reviewing and signing purchase orders within a specified dollar amount, and interpreting and applying related policies and procedures. Individuals in these positions may serve as lead workers and participate in the OASIS workflow approval process at specified levels. These positions require specialized knowledge, analytical skills, and the ability to organize and complete complex work where accountability is assigned for meeting timeframes. These positions are responsible for reviewing and approving purchase orders over a specified dollar amount for lower classification staff and/or staff in field offices. These positions may function as lead workers. Performs related duties as required.

Typical Duties and Responsibilities

  • Reviews purchase requests for accuracy, completeness, and adherence to state and agency requirements; researches and locates potential vendors; prepares requisition documents, including but not limited to specifications, pricing pages, and exhibits; schedules dates for pre-bid meeting, question deadlines, and bid openings. 
  • Reviews bids, requests bid clarifications; ensures proper registration/compliance with the West Virginia Purchasing Division, West Virginia Secretary of State's Office, Workforce West Virginia, Offices of the Insurance Commissioner, and State Tax Department; awards purchase order to the appropriate responsible and responsive bidder.
  • Tracks and monitors all purchase orders, including all change orders and contract expiration dates.
  • Reviews and approves requisitions and purchase orders, ensuring compliance with state purchasing laws, rules, and regulations.
  • Prepares complex specifications for goods and services that require competitive bidding.
  • Resolves purchasing issues for agency purchasing staff, potential bidders, and vendors; responds to inquiries from agency purchasing staff, potential bidders, and vendors.
  • Prepares and/or oversees the preparation of all requisitions or agreements; tracks and maintains current requisitions, pending purchase order awards, awarded purchase orders, and proposed future contracts.
  • Audits purchases made against agency or statewide open-end contracts for correct items and pricing; makes changes accordingly.
  • Prepares statistical reports.
  • Assigns and reviews the work of subordinate personnel; trains others.
  • Prepares weekly, monthly, quarterly, and annual reports of awards and bid amounts.
  • Evaluates market conditions and agency needs to determine the necessity for agency open-end contracts in the assigned commodity area; administers statewide contracts.
  • Reviews and approves documents in wvOASIS workflow of a specified dollar amount for subordinate specialists and agency purchasing staff.
  • Conducts market research, which may include contacting vendors and suppliers, manufacturers, and testing facilities to gain information on new products, sources of supply, changes in product specifications, price changes, and design and capabilities of commodities.
  • Conducts cost analysis and price analysis of past, current, and proposed purchases.
  • Assists in the development of minimum standards and specifications for new commodities and/or services.
  • May be responsible for ensuring contract renewals for the agency.
  • May be involved in resolving payment issues related to procurement documents.
  • May be required to preside over bid openings and manage pre-bid meetings.
  • Travel may be required; therefore, a valid driver's license is required. 

Skills and Knowledge

  • Knowledge of the State purchasing laws, rules, and regulations.
  • Knowledge of the principles and practices of volume purchasing of goods and services.
  • Knowledge of the various types and grades of commodities and sources of supply.
  • Knowledge of inventory control procedures and the ability to maintain a complex consumable inventory.
  • Ability to gather and analyze technical data relating to the characteristics of highly complex and varied commodities.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to establish and maintain effective working relationships.

Minimum Requirements

REQUIRED TRAINING/EDUCATION

  • Bachelor’s degree from a regionally accredited college or university.
  • Substitution: Four (4) years of full-time or equivalent part-time paid technical experience in governmental procurement, inventory management,  or financial-related functions may be substituted for the training on a year-for-year basis through an established formula. 

REQUIRED EXPERIENCE
  • Four (4) years of full-time or equivalent part-time paid experiencein a broad range of governmental procurement, inventory management, or financial-related functions for either government or private industry. Procurement, inventory and financial experience must be for direct use of the industry or governmental unit, not for retail sales. 
  • Substitution: A combination of completed coursework from a regionally accredited college or university and experience may substitute on a year-for-year basis through an established formula.

REQUIRED CERTIFICATION
  • The candidate must have obtained the State Purchasing Division Basic Certification.
