Under limited supervision, the Transportation Procurement Specialist 2 performs professional, full-performance level work procuring a variety of goods and services used for the operation of the West Virginia Department of Transportation (WVDOT). The incumbent in this position will serve in the Procurement Division’s Contract Section. Responsibilities will include, but are not limited to: conduct technical research on construction materials needed to improve the State's roadways and bridges; develop contract specifications based on research to create solicitation documents for bidding in OASIS; works one-on-one with Divisions/Districts to determine new contract needs; address vendor questions during the bid process and develop addenda needed to modify specifications; monitor existing contracts to ensure vendor compliance with specifications; work with the vendor community to determine whether contracts can be renewed or if change orders are required; conduct BI Reports to determine contract usage and identify when additional contracts are needed; and coordinate procurements with the DOT Procurement Division during the solicitation process. This position is responsible for the interpretation and application of related policies and procedures established by the Purchasing Division and the Auditor’s Office. Will provide advice and guidance in the procurement of goods and services through the interpretation and application of policies and procedures. Work at this level is complex with broader discretion and strict accountability for organizing and completing assignments. Perform related duties as required.
Note: Preference will be given to candidates who possess an active certificate from the WV Purchasing Certification program administered through the West Virginia Purchasing Division.
