Nature of Work

The Transportation Financial Specialist 2 will report to the Federal Aid section of the Finance Division. This position requires complex critical thinking and highly specialized accounting. Position performs work under limited supervision and uses independent judgement in the interpretation and adaptation of policies and guidelines. Responsibilities include reconciling federal projects to ensure all expenditures are captured accurately, verifying reimbursements, understanding of excel pivot tables, journal voucher corrections in wvOASIS, certifying and completing the reconciliation by closing in HUB. For national disaster projects, The employee will need to process obligated project windshields/DDIRs and receipt of payment. Performs related work as required.

Typical Duties and Responsibilities

  • Identifies and corrects own routine posting errors
  • Reconciliation of data and multiple funding types
  • Classifies/codes according to a chart of accounts
  • Performs complex reconciliations of large data and multiple funds
  • Maintains accounting records; gathers data and prepares financial statements and reports from records maintained
  • Contacts associates, administrators, and the general public to obtain information, discuss changes in documents, or resolve problems with accounts
  • Performs difficult or complex accounting or financial support work in general accounting and payroll; reviews and reconciles varied reports, computer-generated materials, and related data
  • Reviews and analyzes federal and state regulations and local provisions regarding salary and benefit issues
  • Provides technical information and instruction regarding procedures and methods involved in processing payroll; interprets and explains rules and regulations involving payroll
  • Analyzes and maintains annual and sick leave accruals
  • Reconciles, prepares, and distributes all W-2 information, as well as any W-2 corrections as needed, in conjunction with the WV State Auditor's Office
  • Works with approving, tracking, entering, and requesting information regarding employee benefits management
  • Duties require knowledge of multiple tasks and procedures
  • Travel may be required; therefore, a valid driver’s license is required

  • Operations require use of rules and guidelines that involve prior level of training
  • Knowledge of basic mathematical computations
  • Ability to independently carry out complex assignments
  • Ability to detect and correct errors in arithmetic or to refer to proper source for correction
  • Ability to gather and compile data for use in financial reports
  • Ability to communicate effectively, both verbally and in writing
  • Ability to establish and maintain effective working relationships with others
  • Skilled in the use of a calculator

Minimum Requirements

REQUIRED TRAINING/EDUCATION

  • Bachelor’s degree from a regionally accredited college or university.
  • Substitution: Experience in accounting, bookkeeping, budget, or business may be substituted for the required training/education through an established formula.
REQUIRED EXPERIENCE
  • Two (2) years of full-time or equivalent part-time paid experience in accounting, bookkeeping, payroll, or related experience.
  • Substitution: Successful completion of graduate coursework from a regionally accredited college or university may be substituted for the required experience through an established formula.
